Executive Director LaFrance stated the 20% required in Route 2 would have to be paid up front. <br />City Administrator Ulrich stated that is correct because there is no earnest money with this <br />project. <br />Commissioner Kuzma stated in that case, he would not support Route 2 if the City has to pre -pay <br />that amount. <br />Motion by Commissioner Riley, seconded by Chairperson Backous, to approve the <br />compensation schedules that highlight payment amounts and timelines for the CommonBond - <br />Route 1 — a compensation fee in the range of $135,039.17 to $163,488.96, based upon final <br />building value, and Casey' s General Store projects to Landform, authorization to sign an <br />agreement release, and subject to a release agreement signed by Landform stating no further <br />payment will be sought. <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Riley, Johns, Kuzma, <br />LeTourneau, Strommen, and Tossey. Voting No: None. <br />5.03: Adopt Resolution #HRA 14 -09 -185 Establishing a Housing & Redevelopment <br />Authority (HRA) Levy for Payable 2015 in the Amount of $0 due to the Formal <br />Dissolution of the City of Ramsey's HRA Effective January 1, 2015 <br />Finance Director Lund reviewed the staff report and consideration of the City Council to dissolve <br />the HRA and absorb that budget and levy into the budgets and levies of the General Fund and <br />EDA for 2015 and years forward. <br />Motion by Commissioner Tossey, seconded by Commissioner Riley, to adopt Resolution #HRA - <br />14-09 -185 Establishing an HRA Levy for Taxes Payable 2015 in the amount of $0. <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Tossey, Riley, Johns, <br />Kuzma, LeTourneau, and Strommen. Voting No: None. <br />6. EXECUTIVE DIRECTOR'S REPORT <br />HRA Executive Director LaFrance reported on staff's work to transition his responsibilities and <br />assured the HRA that he remains dedicated to ensuring these projects continue to move forward. <br />Chairperson Backous commended and thanked Executive Director LaFrance for his work on the <br />HRA's behalf and wished him well in his new endeavor. <br />7.
