P.W. CASE #3

REPORT ON SHOULDER IMPROVEMENTS TO
T.H. #47 AT 157TM LANE
By: Steven J. Jankowski, City Engineer

Background:

At the December Public Works Committee meeting it was the consensus of the Committee that
staff should investigate what might be necessary to improve the intersection geometrics at T.H.
#47 and ! $7th Lane (the entrance into Apple Ridge/River Pines). Attached is a sketch of the
existing geometrics at the intersection. Staff has reviewed the requirements with MnDOT to
determine what improvements would be necessary to provide a by-pass lane for northbound
traffic and are shown as the shaded area on the sketch. It appears that it would require the
addition of two feet of bituminous for a distance of 110 feet to bring the pavement up to
standards to allow a legal by-pass movement. Staff will be meeting with Mr. Roger Mickles of
the Anoka MnDOT maintenance station to discuss whether it would be possible for their
maintenance crew to make the addition.

Additionally, staff has reviewed the entire length of T.H.#47 from C.R.#116 to the northern City
limits and has found that all intersections have adequate bypass lanes, except for this intersection
and the intersection at 180th/Iodine. This is a cross intersection which has dedicated right mm
lanes for both northbound and southbound T.H.#47. In order to allow through traffic to safely
bypass left turning vehicles it would be necessary to add two 230-foot taper sections.

Recommendation:

Staff recommends contacting MnDOT to determine whether the necessary additional pavement
can be installed by their maintenance crews.

Action:

Direct staff to continue discussion with MnDOT and report back to the Committee. Provide
direction on 180th/Iodine intersection.

Reviewed by:
Director of Public Works
Assistant Public Works Director
Street Maintenance Supervisor

PW: 01/20/04

-5-
