Street N.W.;
Case of Mr. Jim Armstrong:

Mr. Raatikka stated that he has reviewed the area and some
of the drainage problems can be alleviated by installing a
storm sewer down to the park, which would cost about $10,000.
Mr. Raatikka stated that there is an easement between Lots 1
and 2 and part of the problem is that Lot 2 is a low lot and
the drainfield is in the water table.

Discussion ensued regarding the fact that installation of
storm sewer would require a public hearing and if Council
approved the improvements, the benefitted property owners
have the right to petition and reverse Council's action.

Mr. Armstrong stated that there are five homes in the neighbor-
hood experiencing drainfield problems and it is not a healthy
situation.

Council authorized City Engineer Raatikka and Councilmember
Sorteberg to check into the possibility of expanding the
pond that is in the area and report back to Council on
July 10, 1984.

C/June 26, 1984
