Mayor Gamec - We are not completely happy with what the State does
to us at times. We looked at what the State is going to do for
us. The State is going to give us a landfill and they are going
to take another $.15 (according to Northwestern Bank economist
projections), approximately $168,000. The contract we signed, and
these figures have now gone up, we would get $1252,000. We also
found out that Andover has been working on a pollution problem with
hazardous waste. Andover did a $200,000 study to see if those are
really barrels with hazardous waste. In the meantime, the people
sat there. We wait and wait and the ones that are coming out
ahead are the attorneys (no reflection on Mr. Goodrich). I am
sick and tired of letting the State and~every other agency run
the City of Ramsey; it's about time local government people get
involved and look out for what's good for your City. Let's get
a little bit more for ourselves besides what the State is offering.
They have done good and there are a lot of new things coming up;
Natalie Haas has done wonderful things since she took office.
I think we have a written guarantee which seems to hold up better
than just a law or an ordinance.

Bill Kraus - 6700 153rd Lane NW - Request Council to consider the
views of people at this hearing and the views of the 700 people
that signed petitions opposing the proposed expansion. If Council
does not consider the views of the residents, Council may not be
around to enjoy the fruits of whatever happens after the next
election.

Mr. Hauggvet - 15321 Hematite - My property abuts the proposed
expansion and concerned with conditions being included in the
contract to protect the homeowner. I also do some appraising
and I am sure we have lost 20% of our home value.

Mr. Goodrich - There is no provision in the contract specifically
for reduction of home values. There is no specific provision
unless Council would take some of the revenue to assist homeowners
affected.

Mr. Jack Ippel - 16447 Jasper - Am a citizen of Ramsey and
Chairman of the Airport Commission in Ramsey. There is a current
study under way by the State and the City of Ramsey regarding
the feasibility of making Gateway North a municipal airport.
One of the requirements for a municipal airport to obtain State
and Federal funding would be certain zoning restrictions be in
place; not only in land useage but in air space. Our consulting
engineer, Mr. Larry Koshak, will determining whether or not there
could be a conflict between landfill height and airport air space
restrictions. Birds that gather at landfills could also create
a problem with air traffic. With regards to the $15,000,000 --
that might not be so much money 50 years from now. With regards
to counties looking for places to put their own garbage generation,
is Anoka County garbage the only garbage at the Anoka landfill?
I would imagine a lot of the garbage is coming from Hennepin
County. Maybe other counties should be more responsible as to
where their garbage goes. I have spent a lot of time at Ward
Park in Anoka and I was told that used to be the Anoka dump; I
guess there is a lot that can be done with a completed landfill.

Council/P & Z
Public Hearing
Pa~ge 16 of 23
