Mr. Berres introduced Mr. Brad Bjorklund, a professional
appraisor in the Twin City area.

Mr. Brad Bjorklund - 3416 Roosevelt St. N.E., St. Anthony -
Mr. Bjorklund stated that the home he was raised in was built
on a landfill and he is very familiar with problems associated
with landfills. He stated that he has served on the St. Anthony
Planning Commission for 7 years and chaired that Commission for
the last two years, he has served on the Metro Council Land Use
Advisory Committee since 1977, he has been a real estate appraisor
for 12 years and he has done some work for Charles LeFevre, the
City's consulting attorney. Mr. Bjorklund stated that he is in
no way affiliated with Waste Management; Waste Management is
paying for his services, regardless of the results of his findings.

Mr. Bjorklund stated that his input tonight will be his opinion
and only his opinion as a professional real estate appraisor
regarding the possibilities of this proposal.

Mr. Bjorklund stated that he examined the landfill site, all the
plans and neighboring properties. Based on his examination, he
doesn't see much of a concern with respect to adversely affecting
properties to the South in the industrial area. However, to the
North, in the area of single family homes, these people have a
problem. Mr. Bjorklund stated that he thinks the problem can be
mediated and by problem he means there would be a reduction in
value. Mr. Bjorklund stated that he doesn't think there is a
reduction in value based on methane, odors, blowing debris, water
contamination or traffic control; the noise will be the problem.
Mr. Bjorklund stated that the dozers, crusher machines and earth
movers are creating real noise problems and the packer trucks will
too as they get closer and closer to the homes. It is a problem
because it is a persistent all day noise. Mr. Bjorklund further
commented that he certainly did not like the noise and would not
want to live there himself. Mr. Bjorklund stated that he told
Waste Management that there should be some solutions to the noise
problem and if they fix the noise problem he would be willing to
say that he doesn't think there is going to be a detriment to the
value of these homes.

The meeting recessed at 9:35 p.m.

Chairman Peterson called the meeting back to order at 9:45 p.m.

Mr. Bjorklund stated that Waste Management says they can reduce
engine and back-up beeper noises; it would be up to the City to
enforce this. If Waste Management does achieve this reduction
in noise, Mr. Bjorklund believes there will be no significant
reduction in property values. Mr. Bjorklund stated that he
has represented cases in court regarding reduction in value
because of adjacent encroachments; it is very difficult to prove
a loss in value and it is a long up hill battle. Mr. Bjorklund
stated that he is not endorsing the Waste Management Company or
it's ability but he does see a very enthusiastic company.
Mr. Bjorklund stated that he has not completed a written formalized
appraisal on any property; this is only his opinion.

Council/P & Z
Public Hearing
