Councilmember Schlueter inquired if the budget amendments amount <br />to increases and decreases only, or are there new items added by <br />the amendments. <br /> <br />City Accountant Moen stated that are new items such as the hiring <br />of a Planner. <br /> <br />Councilmember Schlueter inquired what would happen if these <br />amendments are adopted? <br /> <br />City Accountant Moen stated that the budget would be amended based <br />on these figures. Certain expenditures will still require final <br />Council approval. <br /> <br />Mr. Schnelle stated that items such as payroll, gas, PERA, social <br />security, light bill, etc. do not come before Council until after <br />the fact. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember <br />Sorteberg to adopt Resolution #84-110 approving budget adjustments, <br />including adding $10,000 for Cable T.V., to the 1984 City <br />Budget. (Please refer to resolution file for Resolution #84-110). <br /> <br />Motion carried. Voting Yes: Councilmembers Reimann, Sorteberg, <br />Schlueter and Van Wagner. Voting No: None. Absent: Mayor <br />Gamec. <br /> <br />Mr. Schnelle noted that under Airport Commission, $32,000 of the <br />$36,000 is being picked up by the State. <br /> <br />Case #2: Legal Opinion On Section 7.07 Of Charter: <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember <br />Sorteberg to authorize the City Attorney to prepare a legal <br />opinion on City Charter Section 7.07. <br /> <br />Further Discussion: Councilmember Schlueter inquired as to the <br />reason Staff is requesting this legal opinion. City Accountant <br />Moen stated that there are two statements in Section 7.07 that <br />contradict each other and do not reference each other; these <br />two statements do not work together and because of that the <br />City needs a legal interpretation. Mr. Schnelle stated that <br />following the July 10, 1984 Council meeting, a workshop for <br />Council and Commission Chairpersons will be conducted to explain <br />just what the charter means in legal terms. <br /> <br />Motion carried. Voting Yes: Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None.
