Mr. DeLaney stated that the plans for the <br />Game Fair are basically the same as last year except that the Fair will be <br />extended an extra week-end. <br /> <br />Mayor Gamec stated that concerns have been brought to the City's attention <br />regarding length of fair, crowd control and parking and the affect of all <br />of these on area residents. <br /> <br />Mr. DeLaney stated he has not heard any complaints, but if there are problems <br />he will certainly try to work them out. <br /> <br />Mr. Goodrich stated that the larger the Game Fair becomes, the more concerns <br />it creates and Mr. DeLaney should apply for a temporary conditional use <br />permit from the City, which would not require a public hea~ing and would <br />address the concerns of the neighborhood. <br /> <br />Council recessed at 8:55 p.m. <br /> <br />Mayor Gamec called the meeting back to order at 9:10 p.m. <br /> <br />Case #8: <br /> <br />Landfill (A. Closure A~d Post <br />Closure): <br /> <br />a) Anoka Landfill Regarding Well Water Reports - <br /> <br />County Commissioner Natalie Haas was present and stated that well testing is <br />required at the Landfill by PCA and County. PCA requires testing 3 times a <br />year and they have been testing, without requirement, the residential well <br />at the Terry Miller home. SERCO Laboratory does the testing and in February <br />of 1983, the tests were not good. Up gradient wells were as bad as down gradient <br />wells; this is not the way water flows and it was assumed there was contamination <br />in the lab. The wells were tested again and the samples sent to a lab in New <br />Jersey; the testing in New Jersey and the testing done by SERCO had substantially <br />no difference. PCA met with City and County officials and PCA intended to draw <br />samples themselves and send them to the State Health Department. If there is <br />contamination, they would then come out and test wells in private homes at <br />different depths; this testing would take about 2 weeks to prepare and 4-7 <br />weeks to run. We have requested PCA permission for the County to pay for <br />private well testing right now so we can look at a 7-9 week time period to <br />know what we are picking up in terms of contamination. PCA agreed and these <br />tests should occur next week. In approximately 7 weeks we should have some <br />idea if anything at all is showing up out there. <br /> <br />Councilmember Van Wagner inquired if Ms. Haas thinks there is any risk to <br />the residents in that area. <br /> <br />Ms. Haas replied that PCA feels the risks in this type of situation are to <br /> <br />C/May 24, 1984 <br />Page 14 of 24 <br /> <br /> <br />
