A.3.b <br /> <br />Economic Development, City Policy Regarding Economic Growth, <br />Comprehensive Plan - Mayor Gamec stated that once Pamsey gets <br />the pipe and development is taking place in the sewered area, <br />Ramsey City Council should approach Metro Council regarding changing <br />the 1 unit/10 acre requirement which really presents a financial <br />hardDhip to farmland owners. Mr. Donovan agreed and pointed out <br />that 10 acre lots do not compliment 1 and 2 acre lots; they are an <br />attraction for junk cars and mini farms. <br /> <br />Mr. Ken Peterson arrived at this time. <br /> <br />B.2 .d <br /> <br />Housing, Urban Service Area, Multiple Housing - Mr. Schnelle stated <br />that this area is zoned for higher density and requested a consensus <br />from those present as to how they feel about multiple dwellings. <br /> <br />Mr. Don Greenberg arrived at this time. <br /> <br />Mr. Goodrich stated that previousworkshop discussions interpreted <br />'affordable housing' as allowing for apartments for senior citizens <br />and younger couples just starting out. <br /> <br />Consensus is that there is an urban area currently zoned and the <br />City will consider each project application on a case by case basis. <br /> <br />At this point, City Attorney Goodrich requested input from the various Commission <br />chairman present. <br /> <br />Dennis Donovan brought up the subject of Central Park and stated that it's <br />development is progressing very well and the City is headed in the right <br />direction. Mr. Donovan reiterated that the Park Board wants the main thrust <br />of development directed towards Central Park and a grant has been applied for. <br />The grant would be used for landscaping, construction of trails around the <br />park and lighting of playing fields, which is very expensive. <br /> <br />Mr. Donovan then discussed the status of the Quad City Recreation meetings <br />and noted that Champlin has not participated in these meetings; only Anoka, <br />Ramsey and Andover. The Quad City Board has issued a 3 point statement: <br /> <br />1. Each community should develop their own active recreational facilities. <br /> <br />2e <br /> <br />A two year time frame be established where each community will try <br />to develop their respective facilities and emphasis should be placed <br />on lighted fields. <br /> <br />If after two years, communities have not completed development of <br />active recreational facilities and have not made a firm commitment <br />to do so, those communities will be assessed for their use of <br />active parks. <br /> <br />Workshop discussion then involved who decides whether or not a community is <br />making a~ ~easonab~e effort to develop active parks and if a community is <br />assessed will they also be allowed representation on the park board. <br /> <br />Mr. Donovan stated that the Quad City Recreational Board is meeting on May 21, <br />1984 and he would like to report Ramsey's position regarding the 3 point <br />statement at that time. <br /> <br />C/May 8, 1984 <br /> Page 7 of 9 <br /> <br /> <br />
