Mayor Strommen agreed with the benefit of Assistant to the City Administrator Brama's <br />longevity and experience in this arena. However, she does not understand what the <br />Administrative Intern position involves and would ask why an external recruitment was not <br />being considered. <br />Human Resources Manager Lasher explained the current Administrative Intern has a Bachelor's <br />degree from St. Thomas. Because staff has been very impressed with her performance, . staff is <br />reluctant to let her go. In addition, the Administrative Intern is already trained into this position <br />and Assistant to the City Administrator Brama relies on her work. If promoted, Assistant to the <br />City Administrator Brama would supervise that position. <br />Mayor Strommen clarified that she is not questioning qualifications but had found it was not <br />uncommon, from a fairness /equity perspective, to do an external recruitment. She stated she is <br />all for promotion and training opportunities as long as there is a fair and open transparency <br />around recruitment. <br />Human Resources Manager Lasher clarified there would be a five -day internal recruitment and it <br />is expected that the current Administrative Intern would apply for that position. <br />Councilmember Backous stated this is the same with Commission and Board appointments when <br />the Council already knows it has great people and questions if an external recruitment would be a <br />waste of everyone's time <br />Councilmember LeTourneau stated if the person meets the qualifications, he agrees with <br />Councilmember Backous and believes it will only result in the best outcome. <br />Mayor Strommen described her professional experience with internal and external recruitments. <br />City Administrator Ulrich stated the City's intern program has historically been a successful <br />recruitment program if the intern is qualified. <br />Mayor Strommen stated she is also happy with the past interns that had been hired. <br />City Administrator Ulrich stated if approved, he would recommend a staff title of Economic <br />Development Manager /Assistant City Administrator. With regard to the other position, he is <br />open to suggestion. <br />Councilmember LeTourneau suggested staff provide a recommendation rather than have the <br />Council attempt to wordsmith a title. <br />The consensus of the Council was to support Option 2, to reassign duties to existing staff and <br />make internal adjustments as necessary. <br />City Council Work Session / August 26, 2014 <br />Page 8 of 9 <br />
