3. CITIZEN INPUT <br />Howard Resnikoff, 5801 Ambassador Boulevard NW, explained that he had purchased a puppy <br />during Game Fair from an Illinois breeder that is now in the hospital fighting for her life. He <br />questioned the type of background check conducted by the City relating to the breeders selling <br />animals in Ramsey. <br />City Administrator Ulrich clarified that the permit issued by the City does not relate to Game <br />Fair but is for a transient merchant that sells outside of Game Fair. That is where the puppy in <br />question was purchased. He explained the City requires an application that provides general <br />information and conducts a criminal background check. During Game Fair, police patrol the <br />area to assure the vendors do have a City permit. City Administrator Ulrich explained that this <br />particular puppy vendor did not make application or receive a permit. He explained that the City <br />relies on the State Board of Animal Health, which regulates the health of animals. City <br />Administrator Ulrich stated the City is very sorry that this situation occurred and staff will <br />consider options to prevent this situation from occurring again. <br />The Council discussed whether vendors should be allowed outside Game Fair's gates because of <br />situations that could result in damaging Game Fair's positive reputation. It was considered <br />whether to prevent the sale of live animals or to require inspection by a certified veterinarian. <br />The Council acknowledged that all breeders must register with and receive a certificate from the <br />Minnesota Board of Animals and Health prior to selling an animal. The Council thanked Mr. <br />Resnikoff for bringing this situation to the City's attention and expressed sympathy over what <br />had occurred. The consensus of the Council was to refer this topic for discussion at a future <br />Work Session. <br />Jim Peterson, Manager of Skeeter Boat Center, 9421 Highway 10, introduced himself and <br />explained that because their business is growing, they have requested a zoning amendment to <br />allow storage of boats. He asked for the Council's support when it considers this application at <br />its next meeting. <br />Wayne Buchholz, 14621 Neon Street, stated two weeks ago he discussed his opinion relating to <br />the issue of oversight and had received personal comment from Councilmembers Tossey and <br />Backous. He took exception to those personal comments and opined that it is his First <br />Amendment Right to have the opportunity to reply to those personal comments. <br />Mayor Strommen called for decorum, ruled Mr. Buchholz out of order, and closed the <br />discussion. <br />Mr. Buchholz took exception to being ruled out of order and stated he would raise his issue with <br />Councilmember Backous after the meeting <br />4.
