Motion by Mayor Ramsey, seconded by Councilmember McGlone to move Mr. Ulrich's <br />recommendation to split the two departments. <br />Further discussion: Councilmember Elvig stated that in going back to the organizational chart of <br />earlier this year — there is no request to add drafting people. Six months down the line, we lose <br />someone else — he expressed concern that Mr. Ulrich will be overworked. Mr. Ulrich stated he <br />respects that comment and realizes there are only so many hours in a day. He noted he has staff <br />as well and they step up and go to some of the meetings in his place. We really have to manage <br />through this and if we are dropping things or not able to do this we will have to come forward <br />and let Council know and we will have to do something different. Development will drive our <br />staffing, Mayor Ramsey stated he does not agree with this recommendation. The <br />recommendation conflicts with itself. There is no back -up for this recommendation and he <br />added he will be holding the City Administrator responsible for this. Councilmember Strommen <br />stated that when growth comes back, we can grow again. When we look at parking, streets, etc. <br />we have infrastructure today we have to take care of. This is a little bit of an anomaly. These <br />areas are as busy as they ever were. You cannot say we can scale back. There is a lot <br />happening. Mayor Ramsey stated we will be hiring additional staff and consultants to take care <br />of this. Councilmember McGlone stated he would call out the longevity of our streets guys and <br />the parks guys - we have the backup. Councilmember Strommen stated she did not say anyone <br />was not doing their job. Councilmember McGlone stated he is in favor of this. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Tossey and Wise. <br />Voting No: Councilmembers Backous, Elvig and Strommen. <br />City Administrator Ulrich asked if we want the restructure to be permanent or on a three month <br />interim — or is that part of this. Councilmember Strommen stated that was part of this <br />recommendation. Mr. Ulrich stated we will begin recruitment for a Public Works <br />Superintendent based on action this evening. <br />Mayor /Council/Staff Input <br />1). Mayor Ramsey stated that a Freedom Celebration concert has taken place for the last three <br />years at Pathways Community Church on 167 and it has been scheduled again. It will be <br />recorded by QCTV for playback. <br />ADJOURNMENT <br />Motion by Mayor Ramsey, seconded by Councilmember Wise to adjourn the meeting. <br />Motion carried.
