City Administrator Ulrich replied the questions relate to tax rate, staffing level, assessment level, <br />and are based on our last three budget discussions where we talked about relations between these <br />items. <br />Councilmember Tossey stated he hopes we will own up to our answers personally. <br />Councilmember Strommen stated she cannot answer questions in the abstract as she has no idea <br />what the benchmark is; she cannot just click an answer. She appreciates the fact that we have <br />been having these discussions but her concern is that we have been staying at these arbitrary <br />ideas. <br />Mr. Ulrich stated we can look at the current proposed reductions. <br />Discussion ensued re budget and staffing. <br />Councilmember Elvig asked about the Fire Department administrative staffing /position and who <br />will take up the load. The work will have to get done. <br />Police Chief Way stated the Police Department currently has an open position. The goal would <br />be to fill that with a 25 -hour person and still do our in- custodies. <br />Councilmember Elvig stated we are replacing someone in the Police Department, adding five <br />hours and it will take care of the Fire Administrative work? <br />Fire Chief Kapler stated the goal was that we would look inside and outside as well. <br />Councilmember Backous stated we are laying off someone who we have had working for us and <br />opening a new position? <br />Chief way stated there is a certain skill set you would have to have for this position. <br />Human Resources Representative Lasher talked about the fire secretary would be involved in <br />that pool of candidates for that skillset based on recall rights. Whether she could do that position <br />or not she would have to go through that test. She currently does not have that certification. <br />Chief Way added you would have to do transcription and other certifications such as word, <br />excel, presentations, etc. <br />Other positions talked about for possible elimination were a Crime Prevention Officer, <br />Marketing Manager, etc. Discussion ensued about consolidating the EDA and the HRA. Mr. <br />Ulrich stated we are using the EDA Management Analyst as backup for some of that. We are <br />more reactive than proactive using staff and consultants. It will be difficult to be proactive trying <br />to solicit help with the EDA. <br />City Council Work Session / May 29, 2012 <br />Page 6 of 12 <br />
