Councilmember Tossey stated that we do not have the Deputy City Administrator position now <br />but we had basically three people doing the same thing. <br />Councilmember Elvig stated the fact that it's on this paper — does that make it a done deal? We <br />will have to measure — there are different ways of funding things. Each one of these on this <br />paper has merit. <br />Councilmember Backous stated we look at road reconstructing and where the money was going <br />to come from. We have not agreed to this million and a half dollars — and now we have the cart <br />before the horse again. <br />Councilmember Elvig stated we will have disagreements on this. <br />City Administrator Ulrich stated to maybe keep the Economic Development Manager in the back <br />of our minds and noted there are other options too. <br />Councilmember Elvig suggested calling the position an Economic Development Manager rather <br />than a Marketing Manager. <br />Mr. Ulrich continued that the IT Intern position was reduced; however, it is good value for the <br />money and asked if it should be put back in. <br />Councilmember Strommen stated that the Deputy City Clerk position was also vacated and that's <br />another area we have not really looked at. <br />Mr. Ulrich stated we are looking at taking two current positions and adding additional hours. <br />One was a proposed reduction in the Accounting Clerk position so we looked at increasing her <br />back to full hours with 10 hours in Administrative Services and in addition, we have the <br />receptionist/secretarial position that increased from 24 hours to be proposed to 40 hours on a <br />temporary basis and bringing back TimeSavers to do additional minutes to offload some of our <br />staff from taking minutes and having web duties be the responsibility of our IT Manager. We <br />have also somewhat decentralized the web page so others can post. <br />Councilmember Wise commented about adding some of these people back up from part-time to <br />full -time — he wondered if all these expenses warranted that. <br />Mr. Ulrich replied yes — we looked at all of that before we proposed this. <br />Councilmember Backous mentioned the buy -out option and asked if that time period has passed. <br />Human Resources Representative Lasher stated we have had two employees elect to do the buy- <br />out. One is a fulltime Police Officer and one is a part-time Building Maintenance employee. <br />Mr. Ulrich stated that not filling the Deputy City Administrator position is the biggest cost <br />savings; however, there are pros and cons to not filling this position.
