a. Revenue and Expenditure Report for February 1984 ~ Council noted.

b. Cash Flow Report for February 1984 - Council noted.

Case #14: Street Improvement Project #84-2..Rolling Green Addition:

DeAnne Heaton - 16531 Coquina - Submitted a petition to Council from all
residents in Rolling Green. Ms. Heaton stated that she contacted all residents
except two that were out of town. Ms. Heaton reiterated that she is in favor
of blacktopping ~Dlling Green.

Mayor Game¢ noted receiving the subject petition and stated that 16 families
are in favor of the blacktop, 10 are opposed to blacktop and two families are
undeCided. Mayor Gamec also stated that someone has been stating that
sewer and water is coming to Rolling Green within 3-4 years and Mayor Gamec
pointed out that those remarks are strictly rumors; the City would not blacktop
if sewer and water were coming in 10-12 years. Spreading rumors is the worst
thing you can do to your neighbors and City.

Douglas Thurston - 16661 Dolomite - Noted that this second petition contains
16 'yes' votes and the initial petition contained 21 'yes' votes; this means
several people have changed their mind and many cannot afford these improvements.
Requested that the City hold off on blacktopping for a couple of years.

Dean Mealhouse - 16541 Coquina - Stated that he is employed with the Anoka
County Highway Department and stated that the streets in Rolling Green are
wearing out and some type of improvement is necessary. If the City is going
to assess for Class 5 he would just as soon have the streets blacktopped.

Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to
adopt Resolution ~84-72 ordering improvement and preparation of plans and
specifications for Street Improvement Project #84-2 (Rolling Green Addition).
(Please refer to resolution file for Resolution ~84-72).

Further Discussion: Councilmember Reimann noted that this case was tabled
on April 17, 1984 because Council wanted to see a greater showing than just
50% in favor of the project and that has been shown with the petition received
tonight.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann,
Schlueter. Voting No: None. Absent: Councilmember Van Wagner.

MISCELLANEOUS ANNOUNCEMENT

Kathy Brown - Representing Anoka Community Action - Stated there are monies
available for fuel assistance to low income families; will leave some leaflets
at Ramsey City Hall and anyone wishing more information should contact the
County. She also stated these monies are the result of windfall profit from
oil companies

Councilmember Reimann stated that some of us are paying those high fuel bills
and the Federal government turns around and gives that money to low income
families. Councilmember Reimann stated that everybody should get their fair
share and he is sick of these give-away programs -- somebody is paying.

Kathy Brown stated that she considers herself lucky to be employed and some
families are not so lucky and Councilmember Reimann can call her if he wishes
to discuss the matter further.

C/April 24, 1984
