COUNCIL OLD BUSINESS <br /> <br />Case #1: <br /> <br />Receiving And Accepting/Rejecting Bids On Advance Refunding Of City's <br />1981 Improvement Bond $690M General Obligation Refunding Improvement <br />B6nd Of 1984: <br /> <br />Mr. Schnelle stated that bond refunding has been cancelled due to an increase <br />in the interest rate. <br /> <br />Case ~2: <br /> <br />Finance (A. Revenue And Expenditure Report For January 1984; Cash Flow <br />Report For January 1984): <br /> <br />a. Revenue And Expenditure Budgetary Report For January 1984 - Noted. <br /> <br />b. Cash Flow Report For January 1984 - Noted. <br /> <br />Case #3: Settinq Date For Special Election On Proposed City Charter: <br /> <br />Councilmember Reimann stated that he is in favor of holding off the charter <br />election until the Primary election in September in order to: <br /> <br />a. Allow citizenry more time to study the charter. <br /> <br />b. Allow for a better turn-out at the election. <br /> <br />c. Save the citizens the cost of a special election. <br /> <br />Motion by Councilmember Schlueter and seconded by Councilmember Sorteberg to <br />authorize the City Administrator to accomplish the following in regards to the <br />City Charter: <br /> <br />a) <br /> <br />Publish the proposed City Charter on April 27, 1984 and May 4, 1984 as <br />required by State Statute in the City's official newspaper, the Anoka <br />County Union. <br /> <br />b) Authorize a special election for the proposed Charter to be held on <br /> May 22, 1984. <br /> <br />Further Discussion: Discussion ensued regarding the publishing and election <br />dates and Mr. Schnelle stated that these dates are the direction ~of the Charter <br />Commission Chairman. Mayor Gamec stated that an election date of May 22, 1984 <br />could be set and it could be requested that Judge Sokolowski review the issue <br />for allowing the charter to be voted on at the Primary election in September. <br />Councilmember Reimann stated that if Council is going to request that the Judge <br />review the date, an election date of May 22, 1984 should not even be set at this <br />time. <br /> <br />Councilmember Schlueter withdraws her motion on the basis that she will not <br />amend her motion to include that the Judge consider the charter election be <br />held during the Primary election. <br /> <br />Councilmember Sorteberg withdraws his second to the motion. <br /> <br />Councilmembers Van Wagner and Reimann are in favor of requesting Judge SokOlowski <br />to allow the charter election be held during the Primary election; if the Judge <br />refuses, an election date of May 22, 1984 can be set by Council at their next <br />regular meeting. <br /> <br />C/March ~7, 1984 <br />Page 8 of 17 <br /> <br /> <br />
