Mr. Carson stated that City ordinance regarding unlicensed vehicles and
animals will be included in the Homeowner's Association agreement and
Protective Covenants.

Councilmember Schlueter inquired if the garages will be attached or detached.
Mr. Carson replied that plans are for attached garages.

Councilmember Schlueter inquired if individual driveways will be blacktopped
by the developer or the builder; that she is involved in a homeowners
association and knows that blacktopping makes for a much cleaner project.

Mr. Carson replied that all the homes will have blacktopped driveways and
they will be required to be installed by the builder, not the developer,
prior to occupancy of the residence.

Councilmember Schlueter inquired if sodding will be accomplished prior to
occupancy.

Mr. Carson stated that plans are to have sod in place only on the cluster
homes. With regards to the single family dwellings, seeding and sodding
would be up to the builder and/or buyer of the unit.

Councilmember Schlueter inquired if trees would be added to the cleared
lots; Coon Rapids requires one tree per unit to be planted on the boulevard.

Mr. Carson stated that there are no plans to add trees.

Mr. Berg stated that the City prefers that no trees be planted on the
boulevard.

Councilmember Schlueter inquired if the PUD will be FHA and VA approved.

Mr. Carson stated that the developer would like to have the option to go
those ways as market dictates.

Councilmember Schlueter stated that the developer would then need a variance.

Mr. Carson agreed and stated the developer may go VA and FHA or may want
the option to go out and buy a commitment for the best financing available.

Councilmember Schlueter stated she is involved with a homeowners association
and sometimes it is more difficult to sell a home without FHA and VA type
financing available.

Mr. Raudio stated that the quality should be there, whether or not it is
FHA and VA approved and inquired why City's ordinance specifies FHA and
VA.

Mr. Raatikka stated that FHA and VA limits the exposure of the City; it is
another vehicle for finance purposes.

Mr. Berg stated that quality depends on the State building code.

Mr. Carson noted that the State building code is superior to Minimum Property
Standards.

C/March 12, 1984
