Mr. Carson stated that City ordinance regarding unlicensed vehicles and <br />animals will be included in the Homeowner's Association agreement and <br />Protective Covenants. <br /> <br />Councilmember Schlueter inquired if the garages will be attached or detached. <br />Mr. Carson replied that plans are for attached garages. <br /> <br />Councilmember Schlueter inquired if individual driveways will be blacktopped <br />by the developer or the builder; that she is involved in a homeowners <br />association and knows that blacktopping makes for a much cleaner project. <br /> <br />Mr. Carson replied that all the homes will have blacktopped driveways and <br />they will be required to be installed by the builder, not the developer, <br />prior to occupancy of the residence. <br /> <br />Councilmember Schlueter inquired if sodding will be accomplished prior to <br />occupancy. <br /> <br />Mr. Carson stated that plans are to have sod in place only on the cluster <br />homes. With regards to the single family dwellings, seeding and sodding <br />would be up to the builder and/or buyer of the unit. <br /> <br />Councilmember Schlueter inquired if trees would be added to the cleared <br />lots; Coon Rapids requires one tree per unit to be planted on the boulevard. <br /> <br />Mr. Carson stated that there are no plans to add trees. <br /> <br />Mr. Berg stated that the City prefers that no trees be planted on the <br />boulevard. <br /> <br />Councilmember Schlueter inquired if the PUD will be FHA and VA approved. <br /> <br />Mr. Carson stated that the developer would like to have the option to go <br />those ways as market dictates. <br /> <br />Councilmember Schlueter stated that the developer would then need a variance. <br /> <br />Mr. Carson agreed and stated the developer may go VA and FHA or may want <br />the option to go out and buy a commitment for the best financing available. <br /> <br />Councilmember Schlueter stated she is involved with a homeowners association <br />and sometimes it is more difficult to sell a home without FHA and VA type <br />financing available. <br /> <br />Mr. Raudio stated that the quality should be there, whether or not it is <br />FHA and VA approved and inquired why City's ordinance specifies FHA and <br />VA. <br /> <br />Mr. Raatikka stated that FHA and VA limits the exposure of the City; it is <br />another vehicle for finance purposes. <br /> <br />Mr. Berg stated that quality depends on the State building code. <br /> <br />Mr. Carson noted that the State building code is superior to Minimum Property <br />Standards. <br /> <br />C/March 12, 1984 <br /> Page 2 of 8 <br /> <br /> <br />
