Mr. Schnelle stated that the revolving fund will be made up of monies resulting
from bonds being paid off and interest earned.

Councilmember Sorteberg stated that he agrees with the theory of City participa-
tion but he is concerned with the amount of time it will take before the City
is reimbursed.

Jack Ippel stated that for any type of planned development, the City has to be
competitive and have something to offer. We ~eed a~polioy Ghat will enable
the City to bring in the types of businesses we prefer rather than those types
that are unable to locate anywhere else. Also do not feel we can set up a
general policy regarding the industrial area, it has to be dealty with on a
case by case basis.

City Attorney Goodrich stated that Mr. Ippel's comments refer more to land use
zoning issues. The purpose of this workshop discussion is to discuss sewer
financing.

Mr. Schnelle stated that we want to form a policy regarding whether or not
the City wants sewer and water in Ramsey, how it will be financed and how
much City participation will be involved.

Discussion ensued regarding 'when do you benefit', 'when is hook up required'
and 'when will you be assessed~'?

City Attorney Goodrich stated that not all the businesses on Hwy. 10 need
sewer and water; the City has stated they will not force those businesses
to hook up to the trunk if they do not have the need. There is a limit to
the amount you can assess and the City cannot legally assess the total cost
to the few who need sewer and water. Does the City subsidize those costs
with G.O. bonds until the trunk is being utilized to it's full capacity or
does the City refuse service to those who really need it?

Jack Ippel stated that it is not right to saddle the entire City to provide
sewer to one small area where there are those that could hook up to the system
but choose not to.

Mr. Goodrich interpreted Mr. Ippel's comment as 'those along the trunk should
be assessed right away'.

Mr. Ippel stated that he can see subsidizing the cost of excess capacity to
be able to provide service to that entire industrial area at some time;
he can't see subsidizing people who are subject to hook up but just don't
want to hook up. They should be assessed if the trunk is available to them
and hook up required a short time after installation.

Councilmember Sorteberg agreed with Mr. Ippel's comments.

Mr. Greenberg stated that the trunk has to go in and be assessed to the entire
area it serves over a long period of time. To place those heavy assessments
on a new industry is too burdensome and development will not occur.

Mr. Ken Peterson stated that the City will not get development unless we have
something to offer. It will be a gamble and a long term deal. As a resident
he is willing to take the risk if the City can guarantee there will not be
an increase in his taxes.

C/February 8, 1984
Workshop Meeting
