Section 4 of Economic Development had been discussed as the first item of <br />business and members now went on to discuss Section 5. Economic Development <br />Benefits. <br /> <br />Members then review Section 6. What Happens If Economic Development Doesn't <br />Occur? <br /> <br />Members then review Section 7. What Is City's Responsibility To Economic <br />Development? <br /> <br />Mr. Goodich reviewed Section 7.a. Provide Financial Assistance and stated <br />that LDC could assist small concerns to come into the City by doing some <br />of the ~egwork with SBA and loan applications. <br /> <br />Councilmember Reimann stated that the City needs the added tax base and <br />development can be done in a .way that the homeowner can retain his 'country <br />atmosphere' <br /> <br />Mr. Ippel stated that good public relations will get more public support for <br />industrial development. <br /> <br />Mr. Greenberg inquired as to just what the LDC is expected to do and what <br />is it's function? <br /> <br />Mr. Goodrich replied that the LDC should get itself established in accordance <br />with Federal Grant laws and SBA and funnel monies through itself to small <br />businesses which will give economic development to Ramsey. <br /> <br />Members then reviewed 7.b. Provide Technical Assistance. <br /> <br />Mr. Schnelle requested input from Commission chairmans present. <br /> <br />Mr. Peterson stated that P&Z does not have the expertise to do this type of <br />planning. It would be beneficial to have an in-house planner. P & Z is <br />concerned that a certain area has been designated for urban development <br />and that area should be developed prior to stretching out into other areas, <br />P&Z has not discussed whether or not the city should participate in financing <br />in the urban development area. Some of Council"s decisions made in the Urban <br />area were based on financial considerations and we don't know why P & Z is <br />not made aware of the total picture; there is limited City Staff and some- <br />times there is no correlation between Council and P & Z on urban development. <br /> <br />Mr. Donovan replied that the Park Board has not discussed city participation <br />in financing in the urban development area, and it appears that not to many <br />people have. Park Board feels there is a definited need for a planner in <br />the City. Years ago an attempt was made to hire a planner, but for economic <br />reasons the idea was dropped; maybe that was not so wise. If a planner had <br />been on staff through economic rough times keeping on top of things, maybe <br />now the City would be ready for development. <br /> <br />Mr. Goodrich summarized this meeting so far as seeing a need for a planner, <br />grant monies and coordination between commissions. <br /> <br />It was the consensus to resume this workshop meeting on Wednesday, February <br />8, 1984 at 7:30 p.m. <br /> <br />C/January 31, 1984 <br /> Workshop Meeting <br /> Page 4 of 5 <br /> <br /> <br />
