Regular Planning Commission <br />Meeting Date: 10/09/2014 <br />By: Tom Olson, Community Development <br />5. 6. <br />Information <br />Title: <br />Review Sketch Plan for O'Shaughnessy 2nd Addition to be Located on the Eastern Half of PID #11-32-25-11-0006; <br />Case of Tim O'Shaughnessy <br />Purpose/Background: <br />The City has received an application for a Minor Plat to create a residential lot from an outlot located generally <br />north of 170th Ln NW and on the western side of Germanium St NW (the "Subject Property"). The purpose of the <br />Sketch Plan is to review the Subject Property, its relationship to the Rum River Scenic Land Use District, and its <br />ability to accommodate a residential structure concurrent with the area's zoning designation. The proposed Minor <br />Plat does not involve the construction of public roads or utilities. <br />Notification: <br />Staff attempted to notify all Property Owners within 700 feet of the Subject Property via Standard US Mail. <br />Observations/Alternatives: <br />The Subject Property is guided as Rural Developing in the Comprehensive Plan and is currently zoned R-1 <br />Residential (Rural Developing). Most surrounding parcels are also zoned R-1 Residential (Rural Developing). There <br />are two parks immediately adjacent to the Subject Property: Brookview South Park to its south and Brookview <br />North Park to its east. <br />The Subject Property is part of an outlot (Outlot A shown in Exhibit A) for the property located at 17201 Saint <br />Francis Boulevard, established after a lot split reviewed by the Planning Commission in January of this year (2014). <br />As noted in Exhibit B, the Subject Property is partially located within the rural area of the Rum River Scenic Land <br />Use District (the "Overlay District") and is therefore subject to standards described in City Code Section 117-256 <br />(District Provisions). The Overlay District extends about 230 feet into the Subject Property. The proposed <br />configuration of the Subject Property satisfies the required area for a non -riparian lot in the rural area of the Overlay <br />District (minimum of 2.5 acres). It also meets the required width of 300 feet along Germanium St NW. Due to the <br />Subject Property's location within the Overlay District, Staff has reached out to the Minnesota Department of <br />Natural Resources to receive any comments regarding the Sketch Plan. The DNR had no comments regarding the <br />proposed Minor Plat. <br />No residential building is proposed as part of this Sketch Plan. However, the Subject Property could easily <br />accommodate a building that complies with bulk and location standards described in City Code Section 117-111 <br />(R-1 Residential District). The Subject Property also provides enough area for both primary and alternative <br />locations for a private well and septic system. <br />Funding Source: <br />All costs associated with processing the Application are the responsibility of the Applicant. <br />Recommendation: <br />Staff recommends that the Applicant proceed with preparing the Final Plat. <br />Action: <br />
