5. MEMBER / STAFF UPDATE 5.01: Dissolution of the Ramsey HRA City Administrator Ulrich presented the staff report regarding dissolution of the Ramsey HRA. City Administrator Ulrich noted the effective date is January 1, 2015. He stated it was originally a separate levy authority that was an opportunity for the City at the time. The nature of the HRA was to allow the City to have a lower tax capacity rate and generate monies for additional development opportunities. Acting Chairperson Skaff asked what the functionality of the EDA will be after January 1, 2015 and how will that change. City Administrator Ulrich indicated that from an operational standpoint, they should not see many changes. Acting Chairperson Skaff asked if there will be a requirement of having public hearings or televised meetings. City Administrator Ulrich stated at this time the City will not require televised meetings unless the Board would like them to be televised. Member LeTourneau asked the EDA members if they wanted to televise meetings. Acting Chairperson Skaff did not think it was necessary but if it was a public desire, he would not object to televising the meetings. Member Brunt did not think the meetings would need to be televised. Member Williams agreed and did not think it was necessary. She thought more people might come to the meeting if it was televised at a different time. Member Riley did not think for the most part, that the Board would see a difference but there is potential for the EDA to become involved with more responsibilities, which is a good use for this group. 5.02: EDA Updates Assistant to the City Administrator Brama updated the EDA on current projects /priorities. Member Riley asked what type of user would be appropriate for the space that was once the beauty center.
