Member LeTourneau stated it was tedious and took a long time but ultimately they found a good
candidate. The City needed someone to drive relationships around incoming development so
that person needed expertise in how to fill existing needs. He thought Mr. LaFrance was
uniquely positioned to do that. Member LeTourneau indicated he did not know what was meant
in terms of interim versus long term relating to contract services.
Member Williams thought there were potentially contract services that could help in the interim
and long -term basis, if needed, even from a relationship perspective and the knowledge base that
Mr. LaFrance brought. Mr. LaFrance knew what was available, what was out there, and where
resources were that the EDA could use in making decisions and enhance the program. She
thought there were pros and cons and in the interim time frame so they would have to look at
their immediate needs, what projects Mr. LaFrance was involved in, what skills he was using to
accomplish that, and what goals were established. She stated the staff person could be that
primary relationship builder and maybe the skills would fill in with other opportunities.
Member Riley stated when Member Williams mentioned `contractor' he thought of Mr. Mike
Mulroney and felt he would be a great person for the interim. He would also look to Mr. Brama
to fill in as he had before Mr. LaFrance was hired. He indicated he wanted to discuss this
because Council and staff will be addressing this in the next month.
Member LeTourneau stated he thought it would be a great idea to connect with Mr. Mulroney
and he would not want to forget about him in the long term either. He noted that Mr. Mulroney
has been a valuable resource for the City and has a lot of knowledge about what is going on.
Acting Chairperson Skaff stated Mr. Mulroney also knows what is currently going on and would
be a good consideration for the interim knowledge needed.
City Administrator Ulrich stated Mr. Mulroney has had an ongoing relationship with the City
and they do keep in contact with him He thought the City could expand that role a little bit.
Member LeTourneau asked what the plan is.
City Administrator Ulrich stated they have not yet decided and want to do some analysis with
Human Resources and discuss it further with staff.
6.
