Absent: Commissioners Bertzyk and Swanson.

Case #2: Conference for Newly Elected Officials

The Commission received the report stating that money was not budgeted for the Charter
Commissioners to attend the newly elected officials meeting that Mayor Gamec had talked about
at the last meeting.

Commissioner Ebel expressed disappointment at not being able to go to the conference and
pointed out that the City spends money for everything else, they should have been able to find
money for this also.

Commissioner Henke stated that the City spends all kinds of money on other things - we pay for
the businesses. The budget should not be that tight. She mentioned the Chicago trip that some
people were invited to where the City flew people out there and back, just to look at communities
in that area.

Chairperson Vogt saw his appointment to the Charter Commission as a volunteer thing - he did
not feel that the City had to pay for conferences for him.

Commissioner Ebel stated she just wants to be informed.

Discussion ensued relating to people who could help the Charter Commission be more informed.
It was suggested that Duke Addicks from the League of Minnesota Cities, Stan Data, a resident
and former Charter Commissioner, and Rhonda Heryla, Human Resources Manager, (orientation
packet) could all offer assistance.

Commissioner Childs stated he would like to see the City Council make a formal commitment to
our citizens that they would provide training, etc., that's needed for all the Commissions.

Charter Commission/January 17, 2002
