Case #5: Amend Charter Relating to Precinct Liaison <br /> <br />Chairperson Vogt read the information in the case which stated that to convert to the new system <br />of wards, the Charter Commission may want to consider amending the City's Charter by <br />removing Section 3.2.1 entitled Precinct Liaison. The Commission may direct staff to draft an <br />ordinance amending the Charter by deleting Section 3.2.1. The Commission may then <br />recommend that the City Council introduce and finally adopt such ordinance. <br /> <br />City Attorney Goodrich reported that the precinct liaison has never been that much of an issue. <br /> <br />Commissioner Deemer suggested a motion that the City Council deal with this - delete 3.2.1 and <br />if they cannot agree to that, the issue can come back to the Charter Commission. <br /> <br />Mr. Goodrich stated that the City Council, upon recommendation of the Charter Commission, <br />might enact an amendment to the Charter by ordinance. The Commission could recommend this <br />amendment to 3.2.1. <br /> <br />Commissioner Henke stated she would prefer to leave this in the Charter until we see what the <br />wards are doing. <br /> <br />Discussion ensued relating to what part the Charter Commission plays with wards, etc. <br /> <br />Motion by Commissioner Milless and seconded by Commissioner LaMere to direct the City <br />Attorney to draft an ordinance for the Charter Commission to consider amending Section 3.2 and <br />bring it back for the Commission to review. Upon the Charter Commission review, they may <br />possibly make a recommendation to the City Council to delete that section, pursuant to <br />Minnesota Chapter 410.12, Subdivision 7. <br /> <br />Motion carried. Voting Yes: Chairperson Vogt, Commissioners Milless, LaMere, Childs, <br />Deemer, Ebel and Henke. Voting No: None. Absent: Commissioners Bertzyk and Swanson. <br /> <br />Case #4A: Schedule Next Meeting (Discussion continued) <br /> <br />Consensus was to schedule the next Charter Commission meeting for Thursday, July 18, 2002. <br />The draft ordinance to delete Section 3.2 of the Charter is to be a case and also place the 4.10 <br />discussion back on the agenda. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Childs and seconded by Commissioner LaMere to adjourn the <br />meeting. <br /> <br />Motion carried.
