Case #16: Amendment To ~ne On-Site Septic System Ordinance, Cha~.t_er .150.01:

Has been deleted from the agenda and will be placed on Council agenda for
February 28, 1984.

Case #17: Hazgrdous Waste Management Plan Regarding Public Hearing And Draft
Certificate Of Need:

Councilmember Schlueter stated that she will send a statement opposing
placement of a hazardous waste processing facility in Ramsey to the Hazardous
Waste Board by January 26, 1984.

Case #18: Airport Master Plan Reimbursement Agreement For Airport Consultant
Services:

Motion by Councilmember Sorteberg and seconded by Councilmember Reimann to
adopt Resolution #84-10 authorizing Airport Site Study Agreement. (Please
refer to resolution file for Resolution #84-10).

Further Discussion: Mr. Goodrich noted that one of the conditions of the
agreement is that if the municipality fails to comply with the terms of the
agreement, the State can terminate the agreement.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann, Sorteberg
and Schlueter. Voting No: Councilmember Van Wagner.

Case #19: DNR Classification of Shorelands:

Councilmember Van Wagner referred to Resolution #83-211 reclassifying Ramsey
shorelands which was adopted during her absence. Councilmember Van Wagner
stated that she feels the classifications should not have been changed.

Councilmember Sorteberg replied that blanket changes were made; that he is
not sure the Resolution should be rescinded, but it deserves further review.

Councilmember Schlueter stated that information she has read and in talking
to P & Z, the reasoning behind the reclassification had to do with tax base
expansion. Councilmember Schlueter stated that if this is true, she does
not go along with the reclassification either and would rather stay with
the Comprehensive Plan which fully uses these shorelands for what nature
intended them.

Councilmember Van Wagner stated that the reclassifications affect what
type of development is allowed in the area and~'~setbacks.

Councilmember Van Wagner stated that Susan Beale has submitted to her a
statement requesting Council to reassess the issue.

Councilmember Van Wagner stated that she is sure the reclassification can
affect how close the landfill can go to shorelands, which means Sunfish
Lake and Peltzer Pond.

Mayor Gamec requested that Councilmember Van Wagner research the affects
of the reclassification on landfill restrictions and report back to Council
at their next regular meeting.

C/January 24, 1984
