Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner <br />that Mr. Art Raudio present this case to the Planning and Zoning Commission <br />prior to Council. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #10: Votin9 Equipment Conference: <br /> <br />Council noted a conference that is to be held Wednesday, January 25, 1984 at the <br />State Capitol from 8:30 a.m. to 4:45 p.m. regarding various voting machines. <br /> <br />Case #11: Co.mmunity Development Block G~nt Funds: <br /> <br />Mayor Gamec stated that the Taft Committee has decided that communities will <br />be going to a 3 year allocation of funds. Ramsey's allocation over the <br />next 3 years (1984; 85 and 86) will be approximately $90,939.00. Mayor <br />Gamec noted that Ramsey has a difficult time qualifying for HUD grants because <br />of the requirements that are s~t up; ~if anyone has any suggestions as to how <br />this money could be used in Ramsey, they should let their ideas be known. <br /> <br />Councilmember Schlueter inquired if the money has to be used in one year's <br />time and who makes the decision as to how it will be used? Is EDC involved? <br /> <br />Mayor Gamec replied that Council and EDC make the decision as to the use of <br />CDBG Funds. If Ramsey does not use the money by the third year, we can either <br />loan it out or chances are we will lose it; we cannot bank the money. <br /> <br />County Commissioner Haas pointed out that the money will no longer sit in <br />a County fund for distribution to communities; it will be held at the Federal <br />level. A community must have a specific project in mind in order to apply <br />for the money, if not, your community could be the last one to receive it's <br />share. <br /> <br />Mr. Schnelle noted that there is a ~ATF Tasqe-F~r~e public hearing scheduled <br />for January 16, 1984 and inquired if Councilmembers shouldn't be present <br />at that hearing. Are Ramsey's recommendations included in the report that <br />has been prepared? <br /> <br />Councilmember Schlueter stated she would be unable to attend the public hearing. <br />She also noted that Ramsey's concerns were the same as other PATF members and <br />those concerns are in the report but not specifically in Ramsey's name. <br /> <br />Mr. Schnelle stated that we should know for sure if Ramsey's recommendations <br />are in the report and whether or not Ramsey should be attending the public <br />hearing. Two citizens have called City Hall regarding Ramsey's stand on <br />this issue. <br /> <br />Councilmember Reimann stated that he feels the situation has been explained <br />well enough'and that Ramsey Council should not have to attend the hearing. <br /> <br />Councilmember Schlueter stated that she would review the draft of the report <br />and report back to City Staff. <br /> <br />C/January 10, 1984 <br /> Page 12 of 13 <br /> <br /> <br />
