Mayor Gamec - It has not changed that much; 12 years ago I knew that area
was planned for sewer and water.

Brenda Bauerkemper ~q We are addressing the density change, not sewer plans.

Bill~i-l~ - Mayor Gamec mentioned I served on P & Z and for the record I
want to point out that I was never in favor of high density housing; I even
opposed mobile home parks.

Brenda Bauerkemper - Inquired as to the developers next step.

Mr. Goodrich - Preliminary development plan approval.

Brenda Bauerkemper - During the City Engineer's feasiblity study, could he
explore the alternative of buying utilities from Anoka.

City Engineer Raatikka - Have talked to Anoka and it is not their policy
unless it is a temporary or emergency situation.

Susan Beale - Inquired as to how long-~4r. Carson thinks it will take to fill
up the 327 units?

Mr. Carson - Hopefully, in 3 years it will be filled.

Susan Beale - Contacted Metro Council and obtained 1990 population projection
and Ramsey's fair share, in the end, comes down to 42 units/year

Mr. Carson - Marketing outlook is very good for the next two years; our projections
indicate we can sell the project out in three years.

Marguerite Henke - 8062 154th Avenue ~ Have talked to a lot of people and none
of us want sewer and water in Ramsey. How does the City develop a sewer and
water department without customers to pay for it?

Mayor Gamec - If you don't want sewer and water, don't petition for it. The
developer is responsible for sewer and water in the area he is developing and
he finds the customers. Anyone that is not in that area will have no cost
for sewer and water. This is the City's policy, there are some ifs, but that
is what we intend to live by. You have to live in the area that is being
developed with sewer and water or petition for it -- anyone telling you
differently is lying.

Marguerite Henke - How many more children will come in with multiple housing
and what will it do to school~taxes?

Mayor Gamec - The schools will love it, that area will more than pay for
itself. Dollar-wise you are better off.

Marguerite Henke - What if a developer comes in and wants to do the same at
the other end of Ramsey?

Mayor Gamec - We will not allow leapfrog development. If the developer wants
to pay for all that trunk and sewer line he can, but he is not going to run
it past my property and expect me to pay for some of it. This Council has
not intention of it being any other way. I don't want sewer and water either.

C/January 10, 1984
Public Hearing
