Councilmeaber Cox stated that Mayor Heitman's question of Mr. Auspos is inappropriate. Mr. Auspos stated he has never been a union steward and he doesn't know if an offer can change things once an arbitration has been filed for; he is sure the officers are going to request that the union file for arbitration. Mr. Schnelle stated the issue can be resolved anytime before arbitration begins; however, payment will still be required to both side of arbitration. Councilm~mber Cox stated that it was his understanding that the Personnel Comittee was established to be able to discuss matters without making front page news coverage. Councilm~mber Cox stated that it is important to be respectful of people and matters and Ramsey's Personnel meetings have become a front page fiasco and that is not appropriate. Motion carried. Voting Yes: Mayor Heitman, Councilme~bers Sorteberg, COx, Reimann and Schlueter. Voting No: None. ~ Anoka County .Environmental Services Comittee.- Mr. Schnelle inquired if Council wants to make a statement to the County Board regarding Waste Management of Minnesota, Inc's request for a lifting of the development moratorium. Mr. Schnelle stated that not making a statement shows the County Board that Ramsey is not informed or doesn't care. Councilnmmber Cox stated that in reviewing the matter more carefully, he believes more than ever, that Waste Mangement of Minnesota is reserving that area to the north for site P and if they are going to take soils from the north 80, Ramsey should respond to it. Councilm~mber Cox stated that he believes Ramsey is being fooled into believing that Waste Management's request will be a benefit to Ramsey and he doesn't believe it's really what Ramsey wants. Mr. Douglas Fountain was present and stated that in November of 1984, Waste Management of Minnesota asked Ramsey for 700,000+ yards of cover; they then went to the County and asked for 500,000+ yards of cover; in the meeting with the County Enviror~ental Services last week, Waste Management of Minnesota said they could red~ce their request to 200,000+ yards of cover. ~he County Enviror~aental Services did not make a reco~endation; they passed it onto the Health and Social Services Gommittee which will be meeting on August 8. ~e Health and Social Services Committee will make a reco~endation to the County commissioners. Waste Management of Minnesota has not ruled out the possibility of borrowing fr~m the north 80; that area is not in the moratorium area but the process would have to follow City procedures, including a public hearing. Motion by Mayor Heitman and seconded by Councilm~mber Cox, for further discussion, to table further discussion of this issue until the results of the Health and Social Services Comaittee are known. Further Discussion: Councilm~mber Cox stated that Ramsey should indicate that whatever procedure or action is taken be consistent with Ramsey's previous position Statement to the County regarding Ramsey not wanting any further activity beyond what is designed at the present landfill configuration and he July 29, 1985 Page 17 of 22
