IMPLEMENTATION PRIORITIES <br />Short -Term Priority <br />These four projects were placed into the short-term priority category for several different reasons. All would <br />provide immediate safety and mobility benefits but could use more time to mature. For example, many of these <br />projects in this category are sequenced to occur after immediate project priorities have been completed. This <br />is true of the South Frontage Road extension from Fairoak Ave. to Main St. That project must occur after the <br />Fairoak Ave. signal removal, an immediate priority project. Another example is the extension of Riverdale Dr., <br />east of Tungsten St. in the short-term priorities. The Highway 10 Access Study identified a few potential frontage <br />road options for this area. However, more time is needed to allow the City of Ramsey to work with property and <br />business owners in this area to consider the best future land use and transportation network to support it. <br />The combination of these projects results in the removal or partial removal of the third of five traffic signals <br />(at Thurston Avenue), removal of 12 access points, and a better connected local roadway system in the east <br />side of our study corridor. These four short-term priority projects are anticipated to cost in the range of 22- <br />32 million dollars. Coupled with immediate priority projects, these improvements are anticipated to achieve <br />roughly 60-65 percent of the safety benefit and 40-50 percent of the operational benefits at less than 20 <br />percent of the cost of a freeway facility. <br />HIGHWAY 10 ACCESS PLANNING STUDY 85 <br />
