IMPLEMENTATION PRIORITIES
Short -Term Priority
These four projects were placed into the short-term priority category for several different reasons. All would
provide immediate safety and mobility benefits but could use more time to mature. For example, many of these
projects in this category are sequenced to occur after immediate project priorities have been completed. This
is true of the South Frontage Road extension from Fairoak Ave. to Main St. That project must occur after the
Fairoak Ave. signal removal, an immediate priority project. Another example is the extension of Riverdale Dr.,
east of Tungsten St. in the short-term priorities. The Highway 10 Access Study identified a few potential frontage
road options for this area. However, more time is needed to allow the City of Ramsey to work with property and
business owners in this area to consider the best future land use and transportation network to support it.
The combination of these projects results in the removal or partial removal of the third of five traffic signals
(at Thurston Avenue), removal of 12 access points, and a better connected local roadway system in the east
side of our study corridor. These four short-term priority projects are anticipated to cost in the range of 22-
32 million dollars. Coupled with immediate priority projects, these improvements are anticipated to achieve
roughly 60-65 percent of the safety benefit and 40-50 percent of the operational benefits at less than 20
percent of the cost of a freeway facility.
HIGHWAY 10 ACCESS PLANNING STUDY 85
