Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #14-10-204 <br />RESOLUTION OF SUPPORT FOR THE HIGHWAY 10 ACCESS PLANNING STUDY <br />WHEREAS, Highway 10 is a 4-lane expressway (Anoka/Sherburne County line to the Rum <br />River) that carries average daily traffic volumes ranging from 33,500 to 61,000 vehicles per day; and, <br />WHEREAS, the Highway 10 corridor is commonly congested and has higher than average crash <br />and severity rates; and, <br />WHEREAS, the Highway 10 Access Planning Study identified high -benefit improvements that <br />are fiscally responsible so that improvements can be funded, programmed, and implemented <br />incrementally; and, <br />WHEREAS, this more focused, realistic, innovative, and flexible strategy results in the vast <br />majority of the benefits at a fraction of the cost of the previous freeway vision; and, <br />WHEREAS, the Highway 10 Access Planning Study recommendations are broadly supported by <br />all partnering agencies, including the City of Anoka, Anoka County, the Minnesota Department of <br />Transportation (Mn/DOT), and the Metropolitan Council; and, <br />WHEREAS, the recommendations are consistent with the Metropolitan Council Transportation <br />Policy Plan, MnDOT's Minnesota State Highway Investment Plan (MnSHIP) and MnDOT's Enhancing <br />Financial Effectiveness (EFE) efforts; and, <br />WHEREAS, the partnering jurisdictions have adopted the Highway 10 Access Planning Study <br />that supports mutual goals and objectives to improve the operations and safety of Highway 10 in balance <br />with local community values. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. The City of Ramsey endorses the study findings and recommendations for Highway 10. <br />2. The City of Ramsey recognizes the regional significance of the corridor in supporting the local <br />and regional economy and intends to reflect the Highway 10 Access Planning Study <br />recommendations, strategies, and policies through updates to the City land use and transportation <br />plans and local development ordinances. <br />3. The City of Ramsey is committed to working in partnership with MnDOT and the other corridor <br />partners to further plan, obtain funding, design, and implement the recommendations of the <br />Highway 10 Access Planning Study. <br />4. The City of Ramsey intends to bring forward the following issues for resolution and discussion in <br />the next phase of project development: <br />a. Additional land use analysis of the area east of Tungsten Avenue, south of Highway 10 <br />impacted by the two (2) alternatives for the Riverdale Drive extension. It will be <br />important for residents, owners, and stakeholders of this area to quickly and expeditiously <br />resolve to a single alternative in order for these stakeholders to make reasonable future <br />land use decisions. <br />RESOLUTION #14-10-204 <br />Page 1 of 2 <br />
