Council Update <br />Highway 10 Discussion. City staff and El Tinklenberg met with staff members from the City of <br />Anoka, Anoka County, and MNDOT to discuss the Highway 10 Access Planning Study, and a <br />strategy for implementation. Both cities will be recommending to their respective City Councils <br />that the Plan be approved. This is significant, as there previously had been some question about <br />whether Anoka would adopt the Plan. The City of Anoka presented a proposal, consistent with <br />the plan, to remove the signal lights at Fair Oak and at Thurston Avenue with a series of six projects <br />totaling $46.3 million. Anoka presented some design concerns, but all within a framework that <br />allows the process to move forward in a positive fashion. Temporary pedestrian safety <br />improvements (Costing $800,000) within the City of Anoka already have been funded and will <br />commence. Other projects, including those in Ramsey, will rely on the ability to secure grant <br />money in the future, outside of MNDOT. MNDOT simply does not have the funding to do this <br />level of improvement. In regard to the Armstrong interchange, the County indicated that they are <br />exploring an accelerated construction project that would complete the project within one <br />construction season, instead of two. The biggest downside to that option is that Armstrong Blvd <br />would need to be totally closed for one year. The opinion of local businesses on this issue will be <br />solicited. Also, the County is proceeding with plans to separate the rail crossings from Ramsey <br />and Sunfish Lake Boulevards. <br />Free Bystander CPR and AED Training. Help the City of Ramsey become a Heart Safe <br />Community! The Heart Safe Community program is an initiative to prevent death from sudden <br />cardiac arrest (SCA) by increasing community and public awareness, placing automated external <br />defibrillators (AEDs) wherever people live, work and play, and by educating the public on how to <br />administer cardio pulmonary resuscitation (CPR).
