PROCEEDINGS OF CITY GOUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA GOUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, September 17, <br />1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding assessments for River's Bend, Projects #84-12, 13 and 18; <br />Oxbow Addition and adjacent unplatted sections, Projects #84-12, 13 and %85-2. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />Councilmember A1 Sorteberg <br />Council~ber Gary Reimann <br />Councilm~ber Jean Schlueter <br />Councilm~mber Arnie COx <br /> <br />Director of Technical Services Clayton Berg <br />City Engineer Peter Raatikka <br />Reporter Angela Flint <br /> <br />CALL TO O~DER <br /> <br />Mayor Heit~an called the public hearing to order at 8:27 p.m. <br /> <br />Mr. Art Raudio, Mr. Rick Foster and Mr. Lyle McLaughlin were present and <br />expressed concern that: <br /> <br /> 1. ~e City is not being assessed at all for the lateral line to <br /> serve the Oxbow Addition. <br /> <br /> 2. ~le City is not being assessed for a large enough area for storm <br /> sewer. <br /> <br /> 3. Should the drainage fl(x~ change in the future, don' t want Parcel C <br /> to be assessed again for storm drainage. <br /> <br />Discussion ensued. <br /> <br />City Engineer Raatikka stated that the ordinance says that a ~arcel can only <br />receive one assessment. <br /> <br />City Engineer Raatikka also stated that when a developer petitions for <br />improvsments to an area, any ~rcel not wanting the improvement is deferred <br />from an assessment until that p~rcel utilizes the system; at that time the <br />developer is reimbursed. <br /> <br />Motion by Councilw~mber Reimann and seconded by Council~a~ber Sorteberg to <br />adjourn the public hearing. <br /> September 17, 1985 <br /> <br />Page 8 of 9 <br /> <br /> <br />
