Also concerned <br />with height restrictions, size graduation, business activity in residential <br />areas and enforcewent. ~e ordinances should be enforced to a point where <br />there are no variances granted unless there are unique circumstances. <br /> <br />Mr. Shu~way stated that he feels pole barn appearances have been iwproved and <br />they should be allowed on parcels 2-1/2 acres or larger. <br /> <br />Mr. Hendriksen stated that parcels 2-1/2 acres and larger are allowed 1200-2400 <br />square feet of accessory building; to require that the building be constructed <br />of the sa~e materials as the principal structure would involve an enormous <br />cost. <br /> <br />Mr. Ziwmer~an stated that the current size restrictions were arrived at by <br />taking a percentage of the house size; it is no longer fair to base accessory <br />size on house size as hc~e sizes are decreasing due to rising costs and s~aller <br />families. Another alternative would be to base accessory size on lot size. <br /> <br />Mayor Heitman stated that people are operating under the misconception that <br />once the apply for a variance and pay the $90 fee, Council will grant the <br />variance. ThOse people become very upset when Council denies their request. <br />Variances are local issues involving the applicant and his neighbors; Council <br />is to look at issues the affect the City as a whole; these variance issues are <br />obstructing the total business of the City. <br /> <br />Councilm~ber COx pointed out that no matter what guidelines are established, <br />the people have the right to request a variance; but they should be made very <br />well aware that the $90 fee does not guarantee that their variance will be <br />granted. <br /> <br />Mayor Hei~an stated that he disagrees; that he believes rules can be <br />established and either you follow th~ or you don't. <br /> <br />Council~ber Sorteberg stated that he is very much in favor of Mr. Goodrich's <br />suggestion regarding allowing a total of 1488 square feet in attached and <br />accessory structure size with the unused attached portion being credited <br />towards the accessory portion and requires that waterials be the sa~e as the <br />principal structure. <br /> <br />Mr. Peterson stated that Planning and Zoning will make a recowmendation to <br />Council re~arding the ordinance dealing with accessory structures based on <br />tonight' s discussion. <br /> <br />Consensus was to adjourn the special Council meeting at 7:36 <br /> <br />Respectfully sutmitted, <br /> <br />Sylvia Frolik <br />Council Secretary <br /> <br />October <br /> <br />Page 3 of 3 <br /> <br /> <br />
