We need to <br />follow the chain of command. <br /> <br />Councilmember Anderson stated that Council was asked for input on evaluations of department <br />heads this spring. Her take on the story Councilmember Hendriksen is referring to is very <br />different. A department head was hired and was doing her job and reported to Mr. Norman. <br />There was a special election, thus forming a different Council, and this employee continued to do <br />her job but now this department head was driven out of her position - she was in disfavor. <br /> <br />Councilmember Zimmerman stated that it was not that way before. In 1974, when Ramsey was <br />organized, we had people taking on different commissions and it was broader, but two years ago, <br />a certain Councilmember got on and then we all had to be on boards together and that takes up <br />more time. <br /> <br />Chairperson Vogt stated it appears the City Administrator is bypassed and he is the one the <br />employees report to. <br /> <br />Councilmember Hendriksen stated he disagrees - he has not been at City Hall since he signed up <br />to run in the election. He feels there are cons to that. <br /> <br />Commissioner Ebel stated she would like to say that you have five people willing to work on <br />these issues - why change this when it is not broken. Just because every other City has a <br />manager type of government does not mean that Ramsey has to. <br /> <br />Counci hnember Hendriksen stated that the perception is many cities are going to a City Manager <br />type of governlnent and that is a misperception. <br /> <br />Commissioner Henke stated it appears all our neighboring cities do not have City Managers. We <br />have talked about reviews and whether they are done appropriately or inappropriately. Someone <br />gave members of this Commission information that reviews were not done appropriately. If <br />some were given that information, all of us should be given that information. <br /> <br />Mayor Gamec stated that if some' people are receiving information and others are not, the City <br />Attorney should be notified of that. <br /> <br />Chairperson Vogt asked Mr. Norman to talk more about duties. <br /> <br />Mr. Norman referred to State Statute 412.651, subd. 9. He noted that if the Commission were <br />looking for distinctions - it would be hiring, firing, etc., and also direction to staff and the <br />implementing of day to day policies. <br /> <br />Chairperson Vogt inquired if there is a difference in the budget process between Manager and <br />Administrator. <br /> <br />Attorney Goodrich stated that would not be any different. Since we are a Charter City, there <br />would be no major differences between the Manager/Administrator type of government other <br /> <br />Charter Commission/August 15, 2002 <br /> Page 4 of 10 <br /> <br /> <br />
