Councilmember Kurak inquired how much the City Administrator is currently allowed to spend <br />without the okay from the City Council. <br /> <br />Mr. Goodrich responded $500. <br /> <br />Councilmember Kurak asked what if the City Manager really wants something that is $15,000; <br />what prohibits him/her from "slicing off $500 at a time"? <br /> <br />Mr. Goodrich replied that the State Law does not allow that. <br /> <br />Councilmember Kurak noted that but added that she would like to know more about that. <br /> <br />Chairperson Vogt suggested there could be wording added to the Charter to deal with the <br />purchasing issues and the personnel issues. <br /> <br />Mr. Goodrich added that with regard to the purchasing, the Charter could rule the amount. <br /> <br />Chairperson Vogt asked Mr. Goodrich if something could in deed be added to the Charter <br />relating to the personnel issues? <br /> <br />Mr. Goodrich stated that the City Manager has complete control over the personnel except with <br />establishing a merit system. <br /> <br />Councilmember Zimmerman commented on the present system where Councilmembers are able <br />to review the bills prior to them being paid. <br /> <br />Councilmember Hendriksen pointed out that $15,000 versus $500 is a large difference and <br />suggested a more modest sum is appropriate. Getting back to Council giving direction, Council <br />gave direction to Dean Kapler regarding condemnations, etc. He added that he believes the City <br />Administrator's contract is public. Mr. Norman's contract says that if we terminate him, he gets <br />paid for six months. Specific attention should be paid to implementation. We should change our <br />employment contract so if Mr. Norman is not the person who becomes City Manager, we would <br />have to pay two people for those six months. <br /> <br />Councilmember Anderson suggested it is important to keep personalities out of this. <br /> <br />Mayor Gamec stated that the first Charter meeting this was talked about, it was stated that you <br />could have a City Manager but he would also have to follow the job descriptions. The money <br />amount without Council approval could be changed. He added that Council could go to the City <br />Manager and discuss performance or personnel issues. <br /> <br />Commissioner Ebel inquired if the City Manager position would mean an increase in salary and, <br />if so, what would that cost the City. <br /> <br />Mr. Goodrich responded that it would not mean an increase in salary. <br /> <br />Charter Commission/August 15, 2002 <br /> Pag.e 6 of 10 <br /> <br /> <br />
