Landfill Abatement Plan: <br /> <br />Mr. Goodrich stated that the glass recycling abatement plan, recon~rended by the <br />Landfill Comwittee and approved by Council, should either be adopted by <br />ordir~nce or resolution; if by ordinance, it will have to be enforced. <br /> <br />Mr. Joe LeLeux stated that Mr. Norm Schiferl of the County likes the plan and <br />there is $3600 in funding available. <br /> <br />Mr. DeLuca stated that this plan is just a plan and was developed in order to <br />qualify for County funds; there should be no need to adopt it by ordinance as <br />the plan may change in the future. <br /> <br />Motion by Councilme~ber Cox and seconded by Council~e~ber Sorteberg to adopt <br />Resolution #85-214 approving the Landfill Abatement Plan for recycling glass as <br />Ramsey's policy and plan for abatement. (Please refer to resolution file for <br />Resolution #85-214). <br /> <br />Motion carried. Voting Yes: Mayor Heit~an, Council~e~bers Sorteberg, COx, <br />Reiwann and Schlueter. Voting No: None. <br /> <br />Change In Metro Council Certificate Of Need Standards Public Hearing <br />Reqarding Additional Landfill Disposal Capacity: <br /> <br />Mr. Goodrich stated that this hearing has been rescheduled to December 11. <br /> <br />Mayor Heit~an stated that he will be in Denver on that date. <br /> <br />E. Review Of Bids For Proposed Market Study: <br /> <br />Mr. Joe LaLeux stated that the Landfill Committee was unable to agree on a <br />recowmendation on the bids for a Landfill Impact Market Study. The Landfill <br />Committee did recowmend that Council review all 3 bids and possibly consider <br />going for bids again in order to get some of the information Council wanted in <br />the study included. The Committee does recommend pursuing the study as the <br />information gained will be helpful in the next legislative session. <br /> <br />Council discussed the fact that the costs quoted are much higher than <br />expected; that it wight be good to discuss the proposals with the bidders. <br /> <br />Council~ember COx stated that the legislators and regional agencies should be <br />bearing the brunt of this study rather than Ramsey. <br /> <br />Mr. Fountain stated that actually there is not such a discrepancy in the price <br />quotes; Wilson Management Services bid for $75,000 includes a hydrological <br />engineering study; Wehrman's proposal for $32,000 does not include a <br />hydrological study; Wilson submitted an alternate proposal for $37,000 which <br />includes a hydrological survey rathen than an engineering study. <br /> <br />Motion by Mayor Heitman and seconded by Councilme~ber COx, for discussion, to <br /> October 22, 1985 <br /> <br />Page 16 of 21 <br /> <br /> <br />
