Presentation <br />Finance Director Lund reviewed the staff report and process to certify approximately $319,000 <br />in delinquent utility payments as assessments to be collected with property taxes payable in <br />2015. <br />Councilmember Tossey arrived at 7:05 p.m. <br />Citizen Input <br />There was none. <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to close the public <br />hearing. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Riley, Johns, <br />LeTourneau, and Tossey. Voting No: None. Absent: Councilmember Backous. <br />The public hearing was closed at 7:07 p.m. <br />Council Business <br />Mayor Strommen called the regular City Council meeting back to order at 7:07 p.m. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to Adopt Resolution <br />#14-09-194 Adopting Assessments for Past Due Charges on Municipal Utility Bills (which may <br />include water, sewer, street lighting, recycling, storm water charges, and penalties incurred) and <br />Current Services Rendered. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Kuzma, Johns, <br />LeTourneau, and Tossey. Voting No: None. Absent: Councilmember Backous. <br />7. COUNCIL BUSINESS <br />7.01: Consider a Request for a Conditional Use Permit to Maintain Four or More Dogs at <br />the Property Located at 5520 140th Lane NW; Case of Diane and David Mattsen <br />Planning Intern Olson reviewed the staff report and Conditional Use Permit (CUP) request of <br />Diane and David Mattsen to have up to twelve dogs at 5520 140th Lane NW. It was noted that <br />currently, the applicant owns four dogs and provides regular care for one other dog owned by a <br />family member. The request for up to twelve dogs would allow the applicant to provide kennel <br />services and board an additional seven dogs. He described how this CUP request came about <br />and indicated the Planning Commission, on a 4-2 vote, recommended approval of a CUP for a <br />private dog kennel and commercial dog kennel for up to seven dogs, subject to conditions <br />identified in the staff report. <br />City Council / September 23, 2014 <br />Page 4 of 13 <br />
