7.02: Consider Tinklenberg Group Proposal for Professional Services Contract Extension <br />City Administrator Ulrich reviewed the staff report and recommendation to approve a contract <br />extension with The Tinklenberg Group (Amendment #5). <br />The Council discussed its support to continue involvement with The Tinklenberg Group until <br />November and a ground breaking as they had been successful in gaining funds for the Armstrong <br />Boulevard interchange and blocking attempts to reallocate those funds. <br />Motion by Councilmember Kuzma, seconded by Councilmember Johns, to approve an extension <br />of the original agreement with The Tinklenberg Group through November 7, 2014, at a total cost <br />of $6,700, in accordance with the proposal dated September 2014. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Johns, LeTourneau, <br />Riley, and Tossey. Voting No: None. Absent: Councilmember Backous. <br />7.03: Consider Resolutions #14-09-197 and #14-09-198 Relating to an Amended Final Plat <br />and Development Agreement for Pine Ridge; Case of Gerald and Jane Davis <br />City Planner Anderson reviewed the staff report and used a map to note the alignment of the Pine <br />Ridge Trail segment. He stated the City' s estimated cost to construct that trail segment is <br />$22,675 and the developer has indicated he can construct that trail at a lower cost so the <br />Developer' s Agreement includes the option for the developer to construct the trail or to make a <br />donation to the Trail Fund to cover that cost with the understanding the City would construct that <br />trail, when appropriate. City Planner Anderson reported the applicant has offered to either <br />construct the trail or donate $15,000 for the trail construction. Because staff has not been able to <br />verify a lower cost estimate, it is recommended to collect the estimated construction costs of <br />$22,675 in lieu of actual trail construction as part of this Plan. <br />Councilmember Johns stated the developer has indicated a preference to construct the trail and <br />she would support that request. <br />Councilmember Riley stated support for staff' s recommendation as constructing it at this time <br />would result in a trail segment that is not connected into the City' s trail system. <br />Gerald Davis, applicant, stated he was unable to get costs for tonight's meeting because the <br />contractors are busy. He stated North Valley Paving provided a figure of $11,000 for the paving <br />and they are working with Greenway Excavating but he was not able to get a hard number. Mr. <br />Davis stated it was estimated that the grading and Class V would come in at $4,000. He stated <br />he has interested parties for purchasing the six lots and some of the buyers are familiar with this <br />type of construction and own the equipment needed to do it. Mr. Davis stated they are happy to <br />contribute to the Trail Fund but not at a rate of $22,675. He stated the lot buyers would have to <br />pay for it. In addition, the buyers want to have a trail in existence that their family can use. Mr. <br />Davis supported a future discussion about developers being required to pay for a trail if the <br />property abuts the trail, noting other lots pay a trail/park fee but not at this high rate. <br />City Council / September 23, 2014 <br />Page 7 of 13 <br />
