7.07: Adopt Ordinance #14-10 Amending Section 117-115 (B-2 Highway Business <br />District) and 117-120 (H-1 Highway 10 Business District) Allowing for Additional <br />Open and Outdoor Storage; Case of Skeeter Boat Centers <br />Community Development Director Gladhill reviewed the staff report and recommendation of the <br />Planning Commission to adopt Ordinance #14-10 to amend Section 117-15 relating to B-2 <br />Highway Business District and 117-120 relating to H-1 Highway 10 Business District allowing <br />for additional open and outdoor storage. It was noted that if adopted, it will create more <br />consistent standards and allow for seasonal boat storage on grass as opposed to asphalt, concrete, <br />or bituminous. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Riley, to Waive the City <br />Charter Requirement to read the Ordinance aloud and Adopt Ordinance #14-10 An Amendment <br />to Chapter 117 of the City Code, which Chapter is Known as Zoning and Subdivisions of the <br />City Code of Ramsey, Minnesota, An Ordinance Amending Section 117-115 (B-2 Highway <br />Business District) and 117-120 (H-1 Highway 10 Business District) of the Ramsey City Code. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Backous absent <br />Councilmember Riley aye <br />Councilmember LeTourneau aye <br />Councilmember Tossey aye <br />Councilmember Johns aye <br />Councilmember Kuzma aye <br />Mayor Strommen aye <br />Motion carried. <br />7.08: Review and Respond to the Metropolitan Council Regional Housing Policy Plan <br />Community Development Director Gladhill reviewed the staff report and draft response to the <br />Metropolitan Council Housing Policy Plan that contained six categories. He presented the <br />recommendation of the Planning Commission to adopt the draft response to the Housing Policy <br />Plan. <br />Councilmember Riley stated this is a voluntary program, not a mandate. He noted that Item 6 <br />addresses transit but does not diminish transportation investment, which shows that <br />transportation improvements remain the number one priority. <br />Mayor Strommen agreed the letter does a good job of pointing out specific issues as well as <br />preserving the opportunity for future comment. <br />Motion by Councilmember Johns, seconded by Councilmember LeTourneau, to approve the <br />draft response to the Housing Policy Plan and authorize its submission to the Metropolitan <br />Council. <br />City Council / September 23, 2014 <br />Page 11 of 13 <br />
