within a plat by the number of benefiting lots. <br />Where lateral benefit is received from a trunk, the benefiting properties are <br />assessed for lateral costs at a rate equivalent to the properties served only by the <br />laterals. The lateral benefit on trunk costs is deducted from the actual trunk cost and <br />the difference is paid by the Sanitary Sewer Trunk Fund. <br />For an existing lot that has not had a cost previously determined for sanitary <br />sewer lateral and has access to an existing sanitary sewer line, the assessment rate <br />per front foot is determined by City Council resolution and adopted by the Fee <br />Schedule. This can be assessed to the property or paid at the time the sanitary sewer <br />connection permit is issued. <br />Sanitary Sewer Services/Stubs <br />The service/stub is usually included with the lateral unless the services vary in <br />size and/or number to each parcel or lot. If assessed separately the sewer/stub costs <br />are apportioned as cost/each. <br />Water Main Trunk, Source and Storage (WTSS) <br />For water main trunk and oversizing the costs are paid for from the WTSS <br />Fund. Oversizing is defined as 10" or larger for Residential and Commercial/Industrial <br />properties. The WTSS Fund receives funds from the water area and connection <br />charges. <br />The connection charge is assessed to each parcel/lot within a new plat. If a <br />parcel/lot is not part of a new plat and has not been previously assessed the water <br />connection charge is due when a water connection permit is taken out. The <br />connection charge is included with project assessments for a water main improvement <br />project. <br />The water connection charge for Commercial / Industrial / Institutional <br />(municipal, school district, county, state or other governmental uses) is determined by <br />multiplying the current acreage charge by the gross land area (minus "Properties Not <br />Assessed") of properties being developed, or by the fee per unit, whichever is higher. <br />If only a portion of the property is being developed, only that portion is charged. The <br />connection charge for residential is charged by the Residential Equivalent Connection <br />(REC). <br />The water connection charges are established by City Council resolution and <br />adopted by the Fee Schedule. The water connection charges are typically assessed <br />to the property or can be paid for at the time a permit is issued. <br />The water area charge shall be assessed to each parcel/lot within the plat or <br />charged to parcels/lots that have availability to municipal water and have not been <br />previously assessed. The water area charge is apportioned by the gross land area <br />(minus the "Properties Not Assessed") multiplied by the current rate. For a new plat <br />the total amount is then divided by the number of parcels/lots within the area or plat. <br />Individual lots that have not been previously assessed will be charged for the gross <br />area of the lot multiplied by the water area charge rate.
