~ ~irnor~ Ma.~/:~r Plan/' <br /> <br />Mr. Jack Ippel, Airport Commission Chairman, was present and stated that some <br />new information has come to light since the initiation of the Airport Master <br />Plan study. Prestress Concrete has filed bankruptcy and the property will be <br />on the market. If this property were to be purchased and used for airport <br />develouaent, the runway could be shifted slightly and would eliminate the need <br />for Clear Zone A to the north to impact residences and Tom ~ht~nb; Clear Zone A <br />to the south would include 3 additional properties to deal with. qlqis minor <br />runway shift would not impact wind coverage at the site. ~he consulting <br />engineers feel this new concept bears looking into and a preliminary layout <br />would involve 20 hours of engineering time at $50/hour. ~he preliminary layout <br />for the new runway concept would be sukmitted to FAA for determination of any <br />airspace problems. <br /> <br /> Councilmember Cox stated that Ramsey does not have anything special to attract <br /> industrial tax base and an airport would give Ramsey that edge. ~he new <br /> concept would satisfy a lot of Council's concerns in that Ramsey would have to <br /> negotiate with less parcels, it would minimize the impact on residences, does <br /> not require raising the elevation at runway ends and some of the area to be <br /> a_cquir_ed~ll~~crcc~ '~-', ~here is a mobile home park that would be <br />?pacted but it might be to the owner's advantage to relocate to a larger <br />rcel to provide the ability to be competitive with other parks that have the <br />pg~ce to. acc~date larger mobile homest~ <br /> <br /> Mayor Beitman inquired if there would be other agency involvement in this <br /> additional engineering time and how the cost of the new concept compares to the <br /> proposal in the Airport Master Plan. <br /> <br />Mr. Ippel stated that there may be a chance of obtaining outside agency funding <br />participation; the study will not provide a cost comparison to the existing <br />proposal. Mr. Ippel recommended that Council take the following course of <br />action: 1) Give notice to proceed to pursue inclusion in the NAIPS system <br />which is necessary to qualify for Federal funding, does not obligate the City <br />to airport development and the cost of which is eligible for 80% reimbursement. <br />2) Give approval for additional engineering time to prepare a preliminary <br />layout utilizing property presently occupied by Prestress; this layout would <br />then be submitted to FAA for review and the cost may be eligible for some <br />reimbursement. 3) Start in motion the consultant selection process for the <br />environmental assessment with a cost that is eligible for 90% reimbursement. <br /> <br />Mr. Goodrich stated that Council would still have the option to cease the <br />project anywhere along the line. <br /> <br />Motion by Councilmember Cox and seconded by Councilm~nber Reimann to authorize <br />an expenditure, not to exceed $1,000.00, for additional engineering time <br />required to prepare a preliminary layout plan for an alternate airport runway <br />layout that would utilize Prestress Concrete property; for the Airport <br />Commission to report back to Council with that alternate runway analysis and <br />recommend a course of action. <br /> <br />Further Discussion: Councilmember Sorteberg inquired if Council will get a <br /> November 26, 1985 <br /> <br />Page 12 of 18 <br /> <br /> <br />
