Motion by Mayor Heitman and seconded by Councilmember Reimann to adopt <br />Resolution #85-231 receiving the feasibility study for trunk storm sewer - west <br />drainage district. (Please refer to resolution file for Resolution #85-231). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />City Engineer Raatikka stated that the following financing alternatives should <br />be discussed: <br /> <br />1. Consistent with existing policy on an acreage basis. <br /> <br />2. Establish an assessing district for the area of concern. <br /> <br />3. Establish a city-wide assessing district. <br /> <br />Mr. Goodrich stated that Staff will have cost estimates related to all 3 <br />alternatives available for review at the next Council meeting. <br /> <br />Motion by Councilmember Cox and seconded by Mayor Heitman to table further <br />discussion on this case until the next regular Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~mbers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />C. Revision ~o ma ~lunieioa] State Aid .Street System: <br /> <br />Motion by Councilm~mber Cox and seconded by Councilmember Reimann to adopt <br />Resolutions #85-232 through #85-236 revising the City's MSAS system. (Please <br />refer to resolution file for Resolution #'s 85-232 through #85-236). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox and <br />Reimann. Voting No: None. Abstain: Councilm~mber Schlueter. <br /> <br />D. Pro_~n~l 1986 .~AS Project: <br /> <br />Council discussed whether or not there is a real urgency to extend 153rd Avenue <br />NW from l~a Street to U.S. Highway #10. Council also discussed the <br />possibility of Ramsey and other communities banking MSA funds for future <br />construction of the Rum lqiver Bridge. <br /> <br />Motion by Councilm~mber Sorteberg and seconded by Mayor Heitman to table <br />ordering a feasibility study for the extension of 153rd Avenue NW until the <br />next regular Council meeting and directed City Engineer to research at the <br />County and State level whether or not oommunities are allowed to pool MSA funds <br />for a particular project. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter.
