Case #2: Authorize Various 2002 Capital Purchases <br /> <br />Finance Officer Lund stated that Minnesota bid laws require different levels of competitive <br />bidding based on dollar amounts of the item to be purchased. The total capital outlay approved <br />in the 2002 Adopted General Fund Budget is $937,850. Funding for these capital items comes <br />fi'om general revenues and the Equipment Replacement Fund. Staff recommended approval to <br />proceed accordingly with the purchase of the capital outlay items included in the 2002 Adopted <br />General Fund Budget. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council approve to proceed with the purchase of the capital outlay items included in the 2002 <br />Adopted General Fund Budget. <br /> <br />Further discussion: Councilmember Anderson inquired as to what the possibility was that the <br />City would not have enough money to pay for the equipment. Finance Officer Lund replied that <br />the purchases are part of the 2002 budget and would not be impacted by any shortfalls. She also <br />noted that a majority of the purchases are not being made by the general levy. Councilmember <br />Hendriksen inquired if the motion would permit the items to be purchased without coming back <br />to the Council. Finance Officer Lund explained those items under $10,000 would not come back <br />to the Council, but anything over $50,000 would come back to the Council. Police Chief <br />Gustafson noted that the squad cars have been negotiated through a negotiated contract with <br />Hennepin County Purchasing and meets standards and he would like to place an order for the <br />cars tomorrow. Director of Public Works/Fire Chief Kapler noted that the snow plow truck is <br />also covered under a purchasing agreement where all the bidding requirements have been met. <br />Staff will come forward to the Council with a recommendation on the snow plow truck prior to it <br />being purchased. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #3: City of Ramsey Capital Improvement/Capital Outlay Plan <br /> <br />Finance Officer Lund stated that earlier the Committee was presented with Ramsey's Capital <br />Improvement/Capital Outlay Plan (CIP) for the years 2002-2006. It had been prepared in an <br />attempt to anticipate major capital expenditures in advance of the year in which they are budget <br />requests. Further, several projects may interrelate or require other improvements prior to <br />initiation, which would cause delays without prior planning. Additionally, projects may require <br />budgeting over several years or receipt of funds from other sources (i.e. grants) requiring <br />planning completion prior to the funding year. Finally, the plan enables a snapshot of the <br />identified capital needs of the community allowing for continual prioritization of these needs, <br />Approval of the CIP by Council does not authorize spending or initiation of a given project. It <br />does, however, provide a guide for the community for a whole array of private and public <br />decision-making, impacted by public capital expenditures.
