requires the adoption of an ordinance to place a moratorium on comp time.

Council,ember Cox withdrew bis motion.

~AYOR/~COUNCIL ~I NI~3T

a) Technical Committee LGA (Local Government Aid) Formula Proposed For 1985 -

Mr. Schnelle stated that Staff is not completely satisfied with what is being
proposed, but it is better than what we presently have. Mr. Schnelle
explained that aamsey is a new city with different problems than established
cities, and Ramsey's problems are not being recognized.

Council, embers Reimann and Cox referred to the meeting on Thursday, January
10, 1985 with local legislators and suggested that Council outline some items
to be brought up for discussion.

Mr. Schnelle stated that a top priority item to discuss would be how
communities hosting landfills suffer.

Property taxes derived from the entire landfill area is $12,000; the
Super Valu property, less than 5 acres, pays $25,000 in property
taxes. Landfill property should be taxed the same as iron range area
is taxed; based on how that property is making money. The landfill
area is expensively zoned and the City is losing money; we have 80
acres of urban area tied up in the landfill. We will never be able
to develop that land. If sewer and water comes to that area, the
landfill is only obligated to pay what they are benefitting and the
citizens will have to pick up the rest. Legislation should be
introduced that addresses communities hosting landfills.

Councilmember COx stated that the landfill area actually involves and ties up
320 acres.

Council, ember Cox stated another items for discussion should be:

Super Fund - It was created as a result of previous situations
created and it is running business out of Minnesota. Business is
being forced out because they are fearful of a Super Fund blow out.

Government running Government - Elected officials do not really have
any voice; if you try to speak up at various board meetings from
local to State level, you are blackballed and considered a radical.
State representatives should create laws to take power away from
staff and put it back into the hands of elected officials.

3. Referendum - There should be more truth required in referendums.
Referendum issues attempting to gain revenues never publicize what
it is going to cost the business owner, just the homeowner. The
homeowner pays in the end through the cost of goods. People should
] be given all the facts, not just what~-~39~want .~~-~,~-~.~ i-~-~
Councilmember Reimann suggested items for discussion such as:

January 8, 1985
