Councilmember Cox noted that Ramsey has received the Certificate of
Conformance 4 years in a row; just before the election all he heard was that
nothing was right in Ramsey.

c) Informational Regarding Audit Requirements of Federal Funds (Revenue
Sharing and Grant Funds )-

Mayor Heitman inquired as to additional costs incurred by these new audit
requirements.

Ms. Haapala replied there will not be an unexpected audit cost in 1985 because
these programs were due to be audited in 1985; beginning in 1986, an annual
audit cost will have to be budgeted. The last audit of this type was between
$00 and $500.

d) Minnesota Financial Health Program Report And The City Finance
Department's Response To This Report -

Ms. Haapala reviewed the report with Council and pointed out Ramsey's
standings in comparison to City's of comparable size. Some highlights of Ms.
Haapala's review were that during the past 5 years Ramsey had more of an
increase in population, market valuation, building permits, etc. than other
communities comparable in size; Ramsey's total expenditures, debts, etc. are
lower, in some cases 60%, than communities of the same size. Ramsey's present
per capita expenditure is 46% below the average of other communities.

~ Rammey-Resident-Newsletter:

Greg Bergeron of Bergeron and Associates was present. Mr. Bergeron stated
that his contract with Ramsey calls for a reviewal after the 3rd issue of the
newsletter has been published and would like to make his report at this time.
Mr. Bergeron stated that it seems that the mailing and distribution problem
has been solved.

Councilmember Reimann stated that he still is not receiving the Ramsey
Resident.

Mr. Bergeron stated his staff will look into why Councilmember Reimann is not
receiving city-wide mailings.

Mr. Bergeron stated that City Staff has been very helpful with the newsletter
but there are some financial problems. The newsletter is supported by the
sale of advertisement space and there are not enough residents in Ramsey alone
to warrant a business buying costly ad space in the newsletter; note that the
reason ad space is so costly in the newsletter is because only 33% of the
paper is used for advertising. Mr. Bergeron stated that to this point, his
company has not made a profit on the newsletter. Comments from businesses is
that the cost of advertisement space is too costly and they will consider
purchasing ad space when the potential customer coverage increases
signficantly. Mr. Bergeron stated that there are now two options: 1) Cease
the newsletter; or 2) Reduce the cost of ad space and increase citizen
coverage by going to a tri-city newsletter with Anoka and Andover.
