PROCEEDINGS OF CITY COUNCIL <br /> CIT~ OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on Tuesday, January 22, <br />1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />Councilmember Jean Schlueter <br />Councilmember Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Scbnelle <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />City Building Official Clayton Berg <br />City Planner Anne Norris <br />City Accountant Jeanne Haapala <br />Reporter Angela Flint <br /> <br />Mayor Heitman called the regular Council meeting to order at 7:37 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />Lyle McLaughlin - 3155 Bunker Lake Blvd. - Requested Council approval of a <br />sign to be placed at the River's Bend Develo~mentwhich would be 96 square <br />feet in size and contain the development name, plat sketch, builders and plat <br />amenities. Mr. McLaughlin also stated that he has done a number of projects <br />in Anoka County in which there was heavy use of Tax Increment Financing; would <br />like to explain Tax Increment Financing to Council and encourage use of it in <br />the general River's Bend area. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann directing <br />City Planner Anne Norris to work with Mr. McLaughlin to prepare a report for <br />Council review regarding the mechanics, pros and cons of Tax Increment <br />Financing. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Schlueter, Cox <br />Reimann and Sorteberg. Voting NO: None. <br /> <br />Councilmember Cox inquired as to the time frame on the River's Bend sign. <br /> <br />Mr. McLaughlin stated that it would be about a 3 year period; thinks that the <br />sign will have to be approved by Council on a year by year basis. <br /> January 22, 1985 <br /> <br />Page 4 of 30 <br /> <br /> <br />
