Mayor Heitman adjourned the special Council meeting at 7:43 p,m, in order to <br />conduct the following public hearings regarding: <br /> <br />1. Street Improvement Project #84-16 For Ramsey Terrace. <br /> <br />2. Drainage Improvement Project #84-17 For District 943. <br /> <br />Mayor Heitman called the special Council meeting back to order at 10:13 p.m. <br /> <br />~ S!reet--Improveme.n~-Projec~-~84rl~ Eo~Ramse~.~T~raqe: <br /> <br />Council took no action other than conducting the public hearing. <br /> <br />~%~ ~r@i. naqe-.~ .L.mp_rovemgnt-Pr.o~e~t~:98-4~!7-~.Eor DistriCkJ~43_: <br /> <br />Discussion ensued regarding whether or not there is any other course of action <br />that can be taken other than waiting out the 60 day period to see if the <br />citizens will submit a petition to cease the proposed storm drainage project. <br /> <br />Councilmember Schlueter noted that the citizens and developers of Flintwood II <br />met to come up with equitable solutions when the P.U.D. was being proposed and <br />that the next 60 days does not have to be spent waiting for a petition <br />opposing the storm drainage project; all parties involved can work together <br />for alternative solutions. <br /> <br />Mr. Berg noted that many comments in the public hearing were made regarding <br />that the entire Drainage District ~43 should be assessed rather than a couple <br />of the sub-districts; the residential unit assessment would still be $780. <br /> <br />Councilmember Cox stated that it would be in the best interest of those <br />residents, and residents upstream, to have that drainage line through their <br />area; if develounent occurs and after the fact we find we really need the <br />storm drainage, the problems and cost will be of a greater nature. <br />Councilmember Cox stated that with or without the storm drainage project, the <br />developer of Flintwood II will be able to take care of his immediate drainage <br />needs and proceed with development; drainage problems could then occur that <br />would require costly correction and the people themselves will have created a <br />problem that could have been prevented if it were not for the charter. <br />rest of the City <br /> <br />Councilmember Schlueter inquired if the pipe size used by the developer of <br />Flintwood II will be affected by whether or not there is a petition received <br />to oppose the storm drainage project. <br /> <br />Mr. Raatikka stated that he will recommend that oversized pipe be used; the <br />City may have to pick up the cost of the oversizing. <br /> <br />Mr. Berg stated that the City is obligated to 20% of the project cost and this <br /> January 29, 1985 <br /> <br />Page 2 of 3 <br /> <br /> <br />
