Brochure: <br /> <br />City Planner Norris described the City brochure being prepared by the Economic <br />Development Commission and stated that EDC would like Council's approval of <br />the brochure before going to print. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember $orteberg to <br />approve the City brochure draft and authorizing the Economic Development <br />Commission to advertise for bids for printing of the brochure. <br /> <br />Motion carried. Voting No: None. <br /> <br />Ramon~andation:.From Economiq, Deva]o~m~nt,.~ommission To~nfl <br /> Chanter R Of.~he C~._.Charter._~b Conform With M~nn~ota Sta~ <br /> <br />Mr. Schnelle stated that he received a letter from Mr. Kennedy, Ramsey's <br />bonding attorney, in which it is stated that the problem with City Charter <br />deviating from State Statute 429, is that City ordinance has never been tested <br />in court. <br /> <br />Mayor Heitman stated that the Charter Commission is meeting on February 28 and <br />will review some of this information. <br /> <br />Councilmember Cox stated that one of the problems during Charter preparation <br />was that the Charter Commission would cut short those persons trying to <br />provide input to the Charter that would have been beneficial to the community. <br /> <br />Mr. Schnelle stated that this issue has nothing to do with the City's bond <br />rating; investment bankers question situations where a city ordinance exceeds <br />State statute. Mr. Schnelle stated that going back to State Statute 429 <br />regarding going for bonds will not change process outlined in the Charter to <br />get to that point. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to recommend <br />that the Charter Commission consult with Mr. Kennedy of LeFevere, Lefler, <br />Kennedy, O'Brien & Drawz regarding concerns with Chapter 8 of City Charter. <br /> <br />Motion carried.
