Councilmember Sorteberg stated that with platting, the public hearing, <br />preliminary plat and final plat approval could be granted in the same meeting. <br /> <br />Mr. Berg informed Mr. Bullock that the owners of the property might own it a <br />long time if they refuse to plat; the cost to plat two parcels is not that <br />signficant and the Council would grant variances to soil borings and <br />topographies. ~he owners should investigate the costs before they say "no". <br /> <br />Councilme~ber Cox stated that if the cost of the platting is too great, Mr. <br />Bullock should notify Council and Council will not require platting. <br /> <br />Mr. Raatikka estimated the platting cost at $500-$1000. <br /> <br />Mr. Kummala inquired if the City can make Mr. Bullock plat the entire parcel. <br /> <br />Councilmember Cox replied that the City could not do that; the parcel would be <br />platted into one lot for Mr. Kummala and the balance of the property would be <br />designated as outlot. <br /> <br />Mr. Berg recommended going with Lot 2 rather than an outlot; this would leave <br />the remaining property as a buildable lot. <br /> <br />Mr. Kummala referred to Councilmember Schlueter's comments regarding his <br />concern for the cost of platting when he is spending $500,000 and stated that <br />he is working within a budget and too many increases over that budget make the <br />project not feasible. <br /> <br />Councilmember Cox stated that Mr. Kummala has a valid point and Council <br />respects that and added that Mr. Kummala would be glad to plat if he could see <br />problems created by metes and bounds subdivisions. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to approve <br />of Mr. Curt Kummala's constructing of a recreational facility at the northwest <br />corner of County Roads #57 and #116 in an industrial zone without the <br />acquiring of a conditional use permit. <br /> <br />Further Discussion: Councilmember Schlueter inquired if Council is going to <br />approve this facility without seeing any plans. Councilmember Sorteberg <br />stated that if the use fits in the zone, Council does not need to see plans. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Cox, Sorteberg, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Mr. Berg stated that he would be able to issue a building permit prior to <br />platting inasmuch as it a separate lot of record and the certificate of <br />occupancy would be contingent upon platting be completed; technically, Mr. <br />KLm~nalawould be building on Mr. Bullock's land. <br /> <br />Mr. Bullock stated that he has a lot of confidence in Mr. Kummala. <br /> <br />Items Not Finished From January 22, 1985.
