area defined with 1 in 2-1/2 acres density and Ramsey was blackmailed into the
1 in 10 in order to get that critical plat approved. Ramsey's development has
been severely restricted by the oomprehensive plan, flood plain, critical
rivers, wetlands, shorelands and adjacent community features such as lower
interest financing and 2-1/2 acre density. Two and one-half acre parcels are
not selling well in Ramsey and a 2-1/2 acre density would have been sufficient
to deter rural development; 1 in 10 is not necessary. Mr. Deemer stated that
Ramsey can find ways to simultaneously develop rural and urban areas and it
should not be a worry of the Metro Council. Ramsey has good ~otential to
develop at just under 1 in 5 and what could Metro Council do besides slap our
hands?

Mr. Barton inquired as to how the $2,000,000 bond would be amortized if
sufficient development did not occur in the urban area; assessments can only
go to those benefitting.

Mr. Gerald Zinm~erman stated that much to his regret, past experience in Ramsey
has proven that there are natural development centers and focusing on a
particular area does not always insure development.

Mr. Ken Peterson inquired as to the extent Ramsey's urban area must be
developed before the 1 in 10 requirement can be modified.

Mr. Barton replied that the forecast absorption rate is 200/units per year and
how much of that will be in the rural area is conjecture. Sewer and water
could increase that absorption rate to 300-400 units/year. The Metro Council
is not saying that the 1 in 10 will not be modified until the last unit in the
urban area is developed. The city's development progress should be reviewed
every 5 years and when you get to a certain point, go for expanding the
density requi rement.

Councilmember Schlueter inquired as what the 1990 date on Ramsey's Urban area
refers to.

Mr. Barton replied that the Urban area was approximated in 1975 and based on
population trends at that time, it seemed to represent the amount of land
developable by 1990. The only way those lines will be refined is by local
input into the comprehensive plan. Starting this year those lines will be
reviewed to apply to the year 2,000; some areas may not change and some areas
will need adjustments.

C~airman Peterson inquired if there is any way Ramsey can loan to surrounding
cities, our inherited capacity in exchange for some density modifications and
explained that some of Ramsey's developers are not being treated fairly. Mr.
Peterson added that Ramsey is not treated fairly when it comes to Lawcon
grants, MTC programs, etc. because Ramsey is rural and Metro Council is
forcing Ramsey to stay that way; the 1 in 10 would be easier to live with if
we were not being discriminated against.

Mr. Barton replied that part of the Lawcon criteria is park location.

Mr. Peterson inquired if Ramsey should use valuable sewered land for parks in
order to obtain Lawcon grants.

Commissioner Deemer inquired as to what the Metro Council could do if Ramsey
exceeds the 1 in 10 requirement, other than holding back money Ramsey is not
March 7, 1985
