Councilm~mber Cox stated that it is very unlikely that Mr. Armstrong would be <br />able to get the required amount of signatures on the petition because even <br />though his neighbors may be contributing to his water problems, they are not <br />having water problems and do not want to participate in the cost of correcting <br />the situation. <br /> <br />Mayor Heitman stated that a feasibility study would then have to be <br />accomplished by a Council recommendation. <br /> <br />Council consensus is to place Mr. Armstrong on the Council Agenda as Case 916. <br /> <br />Dennis Donovan - 17605 Argon Street - Stated he is present tonight regarding <br />Park Board business. Mr. Donovan introduced Claudia Dodge, the new Community <br />School Coordinator in Ramsey. Mr. Donovan stated that Ms. Dodge will serve in <br />an advisory capacity to Ramsey's Park Board and she has also volunteered to <br />serve on that committee addressing the issue of proposed park development <br />donation from the Lutheran Brotherhood. Mr. Donovan stated that secondly, he <br />would like to express the Park Board's opinion that there is a real serious <br />need for bleachers at Central Park. Mr. Donovan noted that bleachers were <br />budgeted in 1984 and then purchase and installation was later denied by <br />Council. Mr. Donovan stated that the ball fields are being heavily used and <br />bleachers would correct a safety hazard for spectators as the bleachers would <br />be placed behind the backstops. Mr. Donovan stated that Mr. Mevissen <br />estimates that 4 bleacher units, seating 100 persons per unit, could be <br />obtained for $4,000. Mr. Donovan stated that the 1985 high priority item at <br />Central Park is lighting. Mr. Donovan requested that Council authorize the <br />City Engineer to do a lighting study at Central Park with plans to install <br />lighting for the 1985 Fall playing season. <br /> <br />Councilmember Cox stated that he has been in contact with the person heading <br />up the demolition of Met Stadium and there is a potential to buy stadium <br />seating; the purchase would be for seats only and framing for the seats would <br />have to be constructed. <br /> <br />Councilm~mber Sorteberg stated that he is hesitant to spend money on a <br />lighting study without knowing how extensively the park will be used after <br />dark. <br /> <br />Mr. Donovan stated that the main need for lighting is in the fall during the <br />football and soccer season; having lighted fields available for play in Ramsey <br />would eliminate Ramsey participants from being charged an additional fee for <br />using Anoka fields. Mr. Donovan added that he does not feel the Park Board <br />would be interested in pursuing purchasing seating from the Met Stadium as the <br />cost could conceivably end up more than that of standard bleachers. <br /> <br />Mr. Donovan also noted that the Park Board has directed City Planner Anne <br />Norris to proceed to apply for LAW~N grants for River's Bend Park development <br />and possibly Central Park also. <br /> <br />Councilm~nber Schlueter ir~uired as to the cost of a lighting study. <br /> <br />City Engineer Raatikka stated that a lighting study could cost from $500 to <br /> March 26, 1985 <br /> <br />Page 6 of 26 <br /> <br /> <br />
